Air Pollution Specialist

This position can be located in Sacramento or Riverside County.

The Mobile Source Control Division is recruiting for a organized and motivated Air Pollution Specialist (APS) to work on a team of professional and technical staff working on Zero Emission Vehicle (ZEV) regulations for passenger cars and trucks in the Light Duty Vehicle Strategies Branch (LDVSB). The mission of LDVSB is to foster a sustainable market for zero and ultra-clean emission light-duty vehicle technologies through regulations and market-supporting policies.  

The ZEV regulation establishes zero-emission standards for light-duty vehicles to reduce emissions of criteria air pollutants, including precursors to ozone, and greenhouse gases in California.  Accordingly, this Section is charged with developing and implementing regulatory requirements that achieve zero-emission standards. The Section provides technical, environmental, and economic assessments, as well as policy development, to support rulemakings for future ZEV regulation changes. The Section also implements the current ZEV regulation and provides technical support to other states that adopt California’s ZEV regulation. The Section often engages with the Governor’s Office, other State agencies, and federal agencies through information exchange, technical analysis, and public outreach.

Under the supervision of Air Resources Supervisor I, this position will provide critical support in developing policies and strategies for new light-duty vehicles zero-emission vehicles (ZEVs). This position combines analysis, policy evaluation, compliance assessment, and stakeholder engagement to support regulatory design and compliance. This position requires strong analytical and critical thinking skills to assess light-duty vehicle technology developments and market trends, evaluate program outcomes, and develop policy recommendations on how to better inform Californians about attributes, benefits, and barriers to ZEV or low emission vehicle adoption. This position will also provide policy and technical input to CARB management and other agency staff. Occasional travel of up to 10% may be required for meetings, conferences, and outreach.

The APS will collaborate across CARB and external partners to support the implementation of EO-27-25 by developing and providing detailed policy-level briefings and communicating information clearly to both decision-makers and the public.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
