General Definition of Work
This position provides medical care to the residents of Rockingham County through Adult Primary Care and Child Health Clinics. Serves as a medical consultant for the Child Health Screening Clinic. The position works under the limited supervision of the Director of Nursing/PHN II.

Examples of Duties
- Assesses, plans, implements, and evaluates healthcare needs of children birth to 21 years of age in Rockingham County.
- Obtains complete medical history, performs comprehensive pediatric appraisals, conducts developmental screenings, orders appropriate tests, analyzes clinical data, prescribes medications, educates clients and/or guardian of the importance of treating conditions, and preventions of complications.
- Coordinates with the WIC Nutrition Program, Immunization Clinic, and other areas.
- Serves as the medical provider and medical consultant for patients over 21 years of age.
- Attends the general clinic (county employees and triage patients), and women’s preventive health with acute care needs.
- Interviews patients to gather medical/social history for the medical record.
- Examines the appropriate boy systems using skills of observation, inspection, palpation, percussion, and auscultation.
- Order additional laboratory or imaging studies as needed and make appropriate diagnosis.
- Testing includes, but is not limited to urinalysis, CBC/D, vital signs, EKG, vision, hearing, etc.
- Develops a treatment plan in accordance with the diagnosis, follows up, repeats additional testing, and refers if needed.
- Educates the patient explaining the disease, the treatment plan, and other strategies to prevent the disease progression and its complications.
- Maintains accurate medical records of both adult and Children health clinics.
- In conjunction with the billing staff and medical billing insurance guidelines, the position accurately describes the diagnosis, procedures (if performed), and the time spent with the patient.
- In cases of the indigent patient, the extender researches and obtains external sources for additional funds to assist with the cost of treatment.
- Participates in quarterly audits.
- Attends all related in-house educational programs, maintains CPR certification, completes self -directed educational activities pertinent to child health, reads current professional literature on child health on an ongoing basis.

- Comprehensive knowledge of County and Department policies and procedures.
- Comprehensive knowledge of applicable State laws, rules and regulations governing medical care.
- Comprehensive knowledge of techniques of interviewing, medical and relevant history taking.
- Comprehensive knowledge of the principles and practices of general medicine and disease states.
- Thorough knowledge of health appraisal techniques and therapeutic procedures.
- Thorough knowledge of medications.
- Thorough knowledge of preparing reports and other types of correspondence.
- Thorough knowledge of the use of standard office equipment and associated software (e.g. Patagonia software).
- Comprehensive knowledge of the use of the equipment required for the position (e.g. colposcopy scope and surgical implant equipment).
- Ability to make arithmetic computations, compute rates, ratios, and percentages. ability to communicate effectively in oral and written form.
- Ability to establish and maintain effective working relationships with patients, physicians, and associates.
Physical Activities, Visual Acuity, and Working Conditions for this Position
- Balancing - Maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium
- Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles
- Kneeling - Bending legs at knee to come to a rest on knee or knees
- Crouching - Bending the body downward and forward by bending legs and spine

- Standing - Remaining upright on the feet, particularly for sustained periods of time

- Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communications, and making fine discriminations in sound
- Repetitive Motions- Making substantial movements (motions) of the wrists, hands and/or fingers
- Sedentary Work- Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met
- Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices and/or assembly or fabrication of parts at distances close to the eyes
- Employee is subject to oils: There is air and/or skin exposure to oils and other cutting fluids
- Employee is exposed to infectious diseases
Minimum Qualifications
Minimum Education and Experience:
Master's degree with coursework in public health, nursing, or related field and considerable experience working as a nurse practitioner or physician assistant or equivalent combination of education and experience.
License or Certification Requirements:
- NC Medical Board Physician Assistant or Nurse Practitioner License upon hire.
- Valid NC Driver's License.
