The State of Connecticut, Department of Consumer Protection (DCP) is hiring for Staff Attorney 2 positions in Hartford.

  • Hybrid and flex work schedules available.
  • Location: 450 Columbus Boulevard in Hartford, CT.
  • Weekend and evening availability may be required to meet agency needs.

 

THE ROLE

The Staff Attorney 2 will be responsible for case development, negotiation, and prosecution at administrative hearings focused on DCP’s areas of jurisdiction, assisting with developing and operationalizing policy for DCP Divisions, and drafting and implementing proposed statutes and regulations.
 

The successful incumbents can expect to:

  • Assist in development of agency program proposals, rules and policy;
  • Interpret statutes and regulations and ensures conformance with statutory purpose and authority;
  • Evaluate staff;
  • Assist in developing budget proposals for consistency with statutes and regulations; Maintain contacts with individuals within and outside of unit who might impact program activities;
  • Provide staff training and assistance;
  • Research and advise on matters pertaining to law, legislation, regulations and administrative policy;
  • Draft proposed legislation and regulations;
  • Provide assistance to staff in implementing newly enacted legislation;
  • Conduct and assists staff in preparation for administrative proceedings including preparation of administrative record;
  • Prepare final decisions in contested cases;
  • Assist staff and Office of the Attorney General in preparation for court cases;
  • Draft, negotiate, and complete administrative review of contracts and agreements; 
  • Advise on matters which require an opinion from Office of the Attorney General and drafts requests for opinions;
  • Act as liaison between Commissioner, agency head or other administrative official and Attorney General;
  • Assist staff on matters relating to enforcement orders and civil penalties;
  • Participate in the recruitment and hiring of staff, including outreach, interview and selection;
  • May conduct legal seminars for department staff;
  • Perform related duties as required.
