Assistant Bank/Trust Examiner

Assist in conducting examinations of Wyoming financial institutions to ensure that they are abiding by applicable State and Federal laws and regulations governing banking activities. Maintain the integrity and stability of the State banking system by ensuring the safety and soundness of all State-chartered financial institutions.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 

  • Assist in ensuring that financial institutions are in full compliance with all State and Federal financial laws, regulations, and interagency guidelines. 
  • Assist in assessing the adequacy of bank operating procedures, internal control environment, bond accounting, financial institution investment practices and safekeeping procedures, bank holding company requirements, and activities. 
  • Assist in reviewing Special Purpose Depository Institution's risk management programs, compliance with digital asset custody regulations, and other risks related to cryptocurrency and blockchain activity. 
  • Perform extensive analysis of complex audited financial institutions and holding company financial statements by verifying compliance with GAAP accounting requirements, Financial Accounting Standards (FAS), and Federal regulatory reporting requirements. 
  • Analyze detailed budgets and financial performance projections, strategic plans and initiatives, corporate governance, disaster recovery, and business resumption and continuity plans. 
  • Assist in assessing the capabilities of senior management to identify, measure, monitor, and control the risks of an institution's activities and ensure the institution's safe, sound, and efficient operation. 
  • Review and assess the findings of the financial institution's internal and external CPA-prepared audit scope and summary report. 
  • Analyze Uniform Bank Performance Reports (UBPR). Follow the Uniform Financial Institutions Rating System (UFIRS) to assign preliminary risk ratings for Capital Adequacy, Earnings, Liquidity, and Sensitivity to Market Risk. Interact with or assist examiners and representatives of various Federal agencies and other States' financial institution regulatory agencies. 
  • Assist in drafting quarterly Off-site Monitoring Reports to document analysis for the Banking Commissioner's review. 
  • Develop a working relationship with bank management and personnel and serve as a central point of contact to research and answer questions, including regulation interpretation. 
  • Assist in managing correspondence between the financial institution, FRB, FDIC, other state banking agencies, and this office and assist in investigating customer complaints.

**Must have a valid driver's license.


KNOWLEDGE: 

 

  • Knowledge of all Wyoming State banking laws and regulations, Wyoming State digital asset custody regulations, FDIC Laws and Regulations, Federal Reserve Board Regulations, Bankruptcy law, the Uniform Commercial Code, blockchain technology, GAAP accounting, Financial Accounting Standards (FAS), and Federal regulatory reporting requirements. 
  • Must be able to utilize interviewing techniques to elicit information from bank personnel necessary to conduct a thorough examination. 
  • Have the ability to deal with difficult situations. 
  • Effectively communicate examination findings and ratings to the financial institution's senior management and Board of Directors, both verbally and written. 
  • Must be able to interpret various state and federal financial institution laws and regulations. Coordinate and manage a team of examiners from the WY Division of Banking as well as FDIC, FRB, and other states' examiners. 
  • Manage multiple tasks concurrently. 
  • Obtain adequate Continuing Professional Education as required to maintain CSBS Certified Operations Examiner certification.

 


MINIMUM QUALIFICATIONS:

 

Education:

Bachelor's Degree (typically in Finance)

 

Experience:

0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Auditor I

 

OR

 

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Auditor I

PHYSICAL WORKING CONDITIONS:

 

  • Must be able to travel to examinations and formal training for extended periods.
  • Ability to lift and carry workbags, luggage, etc.
