Salary Steps 1-5 $33.4247 - $40.4587/hourly; $ 69,523 -$ 84,154 /annually. The position's salary placement is budgeted not to exceed step 1 of the salary schedule, regardless of qualifications or experience. Exceptions may apply to current City and County of San Francisco employees based on applicable policies.

 

Position Description:

 

One (1) Temporary Provision, full-time (40 hours), full year (260 days) position.

This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment. Provisional appointments may not exceed three (3) years.

 

Under supervision, the Communications Dispatcher I performs a variety of specialized duties in connection with communications dispatch functions.

 

The essential duties assigned to this class include:

operating a variety of communications equipment and information transmitting devices such as, multi-line telephones, two-way radio and paging systems;

verifying and evaluating messages received to determine if information is accurate;

dispatching mobile units and equipment to specific work locations;

reading maps and giving directions;

recording essential information and facts from messages transmitted or received by radio and telephone; assisting communications dispatchers to coordinate communications dispatches from 911 and other agencies; transmitting alarm information to supervisor on duty;

preparing records and performing clerical duties.

Perform other duties as required.

Dispatchers are required to work assigned 8 or10 hour shifts, including on weekends, holidays and overtime.

NOTE: THIS POSITION IS NOT A REMOTE WORK POSITION AND REQUIRES AN OFFICE PRESENCE.

 

Job Duties:

 

Please note the duties specified below are representative of the range of duties assigned to the 1704-Dispatcher job class code and not intended to be an inclusive list.

 

1. Answers emergency and non-emergency phone calls for the purpose of determining nature, location, and prioritizing calls.2. Coordinates emergency communications with other city agencies (e.g. rules, regulations, laws, etc.) for the purpose of providing information for follow-up action.3. Dispatches officers or units for the purpose of providing assistance as needed.4. Maintains a computerized log of calls and contacts for the purpose of developing formal reports, conveying information and complying with mandated requirements.5. Monitors alarms and surveillance equipment as necessary for the purpose of alerting appropriate personnel as necessary.6. Operates a variety of communications equipment (e.g. radios, telephones, mobile phones, computer, etc.) for the purpose of dispatching officers/units to needed locations and obtaining and transmitting information to officers.7. Participates in unit meetings, in-service training, workshops, etc. as required for the purpose of conveying and/or gathering information required to perform job functions.8. Relays criminal information to units in the field and community emergency responders for the purpose of ensuring accurate and timely transmission of information.9. Requests ambulances, fire, tow trucks, etc. for the purpose of coordinating response and sharing information as needed.10. Responds to information requests by phone or email from students, staff, and the public for the purpose of conveying appropriate and pertinent information and/or relaying information to officers as needed.11. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

 

MINIMUM QUALIFICATIONS:

Any combination of training and experience that could likely provide the required knowledge, skills and abilities may be qualifying. A typical way to obtain this would be:

 

1. One year of verifiable experience operating a two-way radio communications base station, receiving, recording and transmitting messages from one source to another; OR2. Combined total of one year of verifiable experience operating a multi-line telephone, and a two-way radio communications base system. Six months of this experience must have been operating a two-way radio base station.

 

Minimum Qualifications:

 

Any combination of training and experience that could likely provide the required knowledge, skills and abilities may be qualifying. A typical way to obtain this would be:

 

1. One year of verifiable experience operating a two-way radio communications base station, receiving, recording and transmitting messages from one source to another; OR

 

2. Combined total of one year of verifiable experience operating a multi-line telephone, and a two-way radio communications base system. Six months of this experience must have been operating a two-way radio base station.

New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF)Note that employees appointed to Temporary Provisional positions are required to complete 6 months of continuous service to be eligible for health benefits. Additional Days off with Pay: As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school-term only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

Selection Procedure/Conditions of Employment

 

1. Oral Examination: Candidates will be interviewed to evaluate their interpersonal effectiveness, oral communication and information processing abilities. The oral interview will be rated by department committee, who will make recommendations as to which candidates should proceed in the selection process.

 

2. POST Background investigation: Candidates must complete and pass an employment, character and background investigation to determine fitness for employment as a Dispatcher. A comprehensive personal history statement must be completed, and all statements by the candidates are subject to verification. Candidates will be required to pass a polygraph test, psychological exam and a drug test. Applicants who are untruthful during their background investigation will be disqualified.

 

3. Driving History. A review of judicial and driving records will be conducted, Applicants must possess a valid driver's license at the time of appointment, and have a current history of careful and responsible motor vehicle operation. Prior negligent operator probation, license suspension, drunk reckless, or hit and run driving, or multiple moving violations may be cause for disqualification, regardless of where they occurred. At the time of application or thereafter, any type of vehicle-related probation, or driving without a valid license, or driving without insurance will be disqualified.

 

4. Medical Examination: Prior to appointment, candidates must be determined by a licensed physician to be free from any physical condition that would adversely affect the ability to perform the duties of a Dispatcher. Candidates must pass a medical examination by a designated City physician and must meet minimum standards for hearing, color vision, visual acuity and other prescribed physical standards. The applicant's ability to perform the essential functions of the position as construed upon the medical evaluation may be a cause for rejection.
