Under the general direction of the Assistant Deputy Director, Division of Operations, Center for Preparedness and Response (CPR), the Manager II serves as the COVID-19 Fiscal Manager of the Emergency Funding Coordination Branch. This position provides strategic leadership and high-level fiscal oversight for emergency response funding, managing multiple State and Federal fund sources totaling over $2 billion. The incumbent ensures compliance with applicable laws, regulations, and policies while supporting CDPH’s mission to enhance preparedness and response for emerging public health threats.

Key Duties Include:

  • Manage and monitor emergency response grants and allocations, reviewing budget requests, revisions, and expenditures to ensure adherence to authorized funding levels.
  • Develop and implement fiscal policies, procedures, and tracking systems to maintain accurate financial reporting and accountability.
  • Prepare detailed financial reports, fiscal estimates, and recommendations for executive management.
  • Lead grant budget revisions and adjustments, collaborating with internal programs, centers, and emergency response taskforces.
  • Coordinate with Director-level management in Budget, Accounting, and Personnel offices to establish and maintain accurate expenditure tracking codes.
  • Serve as the primary liaison for State and Federal audits, responding to inquiries and preparing documentation.
  • Represent CPR leadership at high-level meetings, workgroups, and training sessions related to emergency preparedness and fiscal management.
  • Participate in emergency operations, task forces, and incident response teams as needed, which may require occasional travel and work outside normal business hours.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong knowledge of State and Federal grant management, including budget preparation, revisions, and compliance requirements.
  • Demonstrated experience in financial oversight of large-scale budgets (preferably multi-million or billion-dollar funds).
  • Proficiency in developing and implementing fiscal tracking systems and ensuring accuracy in financial reporting.
  • Ability to interpret and apply regulations, policies, and procedures related to emergency funding and public health programs.
  • Skilled in collaborating with executive-level management and multiple stakeholders across divisions and agencies.
  • Experience in audit coordination and response, including preparing documentation for State and Federal auditors.
  • Strong analytical and problem-solving skills for identifying budgetary issues and recommending solutions.
  • Excellent oral and written communication skills, including preparing clear, concise, and error-free reports and recommendations.
  • Ability to lead and manage cross-functional teams during emergency response and fiscal operations.
