Position Overview

The HMIS Administrator reports directly to the Director and Co-Director. This role is responsible for the overall coordination, administration, and technical support of the local Homeless Management Information System (HMIS), currently operated using Bitfocus software. The HMIS Administrator ensures the system is functional, secure, and effectively used by participating agencies to improve service delivery and measure outcomes in alignment with HUD requirements and community goals.

 

Primary Responsibilities

System Administration and Compliance 

  • Ensure HMIS compliance with HUD data standards, reporting requirements, and privacy regulations.
  • Administer user agreements, participation agreements, and manage documentation protocols.
  • Maintain system security and data integrity, conducting regular audits and backups.

 

User Support and Training 

  • Provide technical and user support for Bitfocus software, including account setup, monitoring, and troubleshooting.
  • Facilitate user trainings and offer ongoing technical assistance to participating agencies.
  • Conduct site visits and assist in performance improvement using system data.

 

Data and Reporting

  • Coordinate the development of reports to support community partners, funders, and federal submissions (e.g., APR, AHAR).
  • Develop tools and resources to support data literacy and informed decision-making.
  • Support CoC stakeholders in generating, interpreting, and applying insights from HMIS reports.

 

Collaboration and Improvement 

  • Work collaboratively with EPCH leadership and agency partners to translate program needs into functional database solutions.
  • Identify and implement system enhancements to improve usability and data quality.

 

Essential Skills and Competencies 

  • Strong relationship-building and stakeholder engagement skills.
  • Results-oriented with project management capabilities.
  • Excellent facilitation, writing, editing, and analytical skills—able to interpret data trends and produce actionable insights.
  • Exceptional communication skills, including public speaking and presentation proficiency (e.g., Microsoft PowerPoint).
  • Ability to train and support users with varying levels of technical skill.
  • High degree of professionalism, discretion, and integrity in handling confidential data.

 

Required Knowledge and Experience 

  • At least one year of experience with relational databases.
  • Experience in homeless services, housing programs, or a related human services field.
  • Familiarity with HUD homelessness programs, Continuum of Care (CoC) models, and service planning.
  • Technical training and user support experience.
  • Proficiency in Microsoft Office Suite (especially Excel and PowerPoint).

 

Preferred Qualifications 

  • Direct experience with Bitfocus, Clarity, or comparable HMIS software.
  • Knowledge of HUD reporting requirements and HMIS data standards.
  • Experience with data visualization tools (e.g., Tableau, Power BI).
  • CompTIA A+, Network+, or similar IT credential is a plus but not required.
  • Understanding of HIPAA and data privacy regulations in a social services context.

 

Confidentiality and Security 

Due to the high level of data access involved, the HMIS Administrator must adhere to the highest standards of client confidentiality and data security. All HMIS employees must sign confidentiality agreements and are subject to drug screening and background checks. HMIS is a HUD-mandated system for tracking client-level data on homelessness services and housing.

 

Salary and Benefits

  • Salary Range: $33,000 – $39,000 annually, depending on qualifications and experience.
