Hiring Range: $52,270.00 - $62,733.00 ($25.13 - $30.16 per hour)

GENERAL STATEMENT OF DUTIES:
This position manages, reviews, classifies, and maintains the Burke County Health Department's financial and accounting data to ensure all records are complete and accurate. Position requires approximately 40 hours of work per workweek.
DUTIES AND RESPONSIBILITIES:
To successfully perform this position, an individual must be able to perform the following:
- Computes, classifies, maintains, and records numerical data for the Health Department to ensure financial records are complete and accurate; and, checks the accuracy of figures, calculations, and codes all purchase ("P-Card") transactions
- Reviews, issues, and codes all accounts payable for the Health Department and expenses to accurate maintenance of accounting and financial records
- Reviews, monitors, and enters the Health Department personnel's time allocations
- Assists, monitors, and calculates Burke County's drawdowns
- Formulates, controls, evaluates, and prepares the Health Department's annual operating budget
- Analyzes, reviews, calculates, prepares, and presents monthly financial reports for accuracy
- Manages, monitors, maintains, and assists with the Health Department's financial audits and accreditations, agreement addendums as they relate to finances, and any other financial documentation
- Reviews, monitors, and manages the income and expenses of the Health Department's grants
- Performs other duties as required or assigned
REQUIRED EDUCATION AND EXPERIENCE:
- Associate Degree in Accounting or another related field
- At least one three (3) to five (5) years of experience in payroll, budget analysis and preparation, grant management, financial reporting and analysis, generally accepted accounting principles, audit reporting, or other experience providing the necessary knowledge and skill for this position
SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):
- Valid North Carolina Driver's License
PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:
- Standard vision requirements, with or without corrective lenses
- Occasionally lifts up to ten (10) pounds
- Occasionally spends time standing, walking, reaching with hands and arms, and engaging in repetitive motions
- Frequently spends time sitting, speaking or hearing, and using hands or fingers to handle, feel, type, or text
- Must be able to express and exchange ideas through verbal communication
- Must be able to prepare and analyze written or computer/electronic data
- Must be able to observe general surroundings
- Must be able to express and exchange ideas through verbal communication
- Subjected to some mental effort and stressful situations during day-to-day operations
REQUIRED SKILLS/ABILITIES:
- Proficient in spoken and written English
- Demonstrates some verbal and written communication and interpersonal skills
- Ability to receive instructions or information through verbal communication
- Ability to operate and use systems, technologies, motor vehicles, and machines required to perform duties of this position
- Knowledge of computer usage and keyboarding, including Microsoft, excel, or related software
- Ability to follow guidelines and procedures
- Demonstrates organizational and time management skills
- Ability to apply procedures, policies, and precedents
- Demonstrates some analytical, decision-making, and problem-solving skills
