About the Role
The City of Newport News Waterworks Department is looking for a Process Control Systems Specialist to help support and maintain the computer systems that run our water treatment operations. In this role, you’ll work with PLC systems, SCADA, servers, and networks that help ensure clean, safe water for the community.
This position is a great fit for someone with a technical background who enjoys problem-solving, working with systems and data, and supporting users in a real-world operational environment.
What You’ll Do
In this role, you will:
- Install, configure, program, maintain, and troubleshoot PLCs, RTUs, and SCADA systems
- Support and manage servers, workstations, desktops, laptops, and peripherals
- Maintain and update SQL databases used by control systems
- Set up and manage system backups and data recovery procedures
- Help keep systems secure by controlling user access
- Design and update graphics and database tags for water treatment system displays
- Provide technical support and respond to help desk requests
- Work with users to identify issues, resolve problems, and document solutions
- Create reports and visual displays for system users
- Recommend improvements or new applications for system users
- Help develop standard operating procedures for control systems
- Create detailed system and equipment configuration documentation
- Perform other related duties as assigned
What We’re Looking For
Knowledge
- PLCs, RTUs, and analog/digital instrumentation
- Client/server environments and Windows operating systems
- SQL databases
- Networking concepts (LAN/WAN, wireless, fiber optics, Ethernet)
- Relay Ladder Logic (RLL), including reading, developing, and debugging programs
- Basic electrical circuitry and National Electrical Code standards
- PLC input/output wiring (4–20mA loops, relays, dry contacts, etc.)
Skills

- Ability to train and support system users
- Good time management and organization skills

- Ability to explain technical concepts in a way others can understand

- Ability to perform math related to engineering units and control systems
Education & Experience
- Associate’s Degree in Computer/Information Science, Engineering, or a related field
- 3–5 years of related experience working with computer systems and PLCs
- Or an equivalent combination of education and experience
Additional Requirements
- Valid driver’s license with an acceptable driving record
- Ability to pass a background check (local and state)
- Ability to pass an audio/hearing exam
- Physical & Work Environment
- Moderate physical activity, including climbing ladders, kneeling, crouching, and lifting up to 20 lbs
- Work may involve exposure to weather, noise, humidity, machinery, electrical systems, confined spaces, and other industrial conditions
