Cap-and-Invest Program Auction Team

The Climate Change Planning Section of the Climate Change Program Evaluation Branch in the Industrial Strategies Division has an opening for an enthusiastic Air Resources Engineer (ARE) to support the operation of the California Cap-and-Invest Program and continued development and implementation of the Cap-and-Invest Regulation. The Climate Change Planning Section is responsible for implementing program requirements, notably the design, operation, and maintenance of the tracking system and auction platform.

Under the direction of an Air Resources Supervisor I, the successful candidate will work as a member of a multidisciplinary team that collaborates with linked jurisdictions to design, test, and operate the tracking system and auction platform to implement the linked Cap-and-Invest Program to reduce greenhouse gas emissions. The ARE will manage Cap-and-Invest auctions and reserve sales, support registration of users into the Cap-and-Invest Program, and perform essential jurisdiction operations in the tracking system. The ARE will develop and provide expertise on the Cap-and-Invest Regulation, develop and propose amendments to the Cap-and-Invest Regulation, translate regulatory requirements into business rules and functional requirements for technical application systems development, and prepare operating procedures and training materials for the tracking system, the registry, and the auction platform. 

The Climate Change Planning Section provides expertise in the day-to-day operation of the tracking system and auction platform and has subject matter experts in user registration, account management, instrument transactions, and compliance retirement processes, as well as the annual cycle of Cap-and-Invest Program auctions and reserve sales, including event application, bid guarantee processing, hosting, certification and settlement of events, currency exchange, and allowance distribution.
