Health Connector Legal Fellow
The Massachusetts Health Connector’s Legal Team would like to invite a student enrolled in a Juris Doctor (JD) degree program to join their team for the Summer of 2026. This individual will be participating in the Health Connector’s Fellowship and Internship Program. The Legal Fellow will provide legal advice and counsel to the Health Connector’s legal team and other staff, responsive to the needs of the department. Serving as the Legal Fellow will expose a law student to a dynamic in-house government legal department, supporting a variety of business units.
The Legal Fellow will report to the General Counsel.
Health Connector Team Description:
As a state-based marketplace under the Affordable Care Act, the Legal team oversees Health Connector legal activities, including compliance, procurement and contracting matters, risk management, regulatory activity, enforcement, administrative appeals, and advises on policy development.
Project Deliverable:
Deliverables will be dependent on work assigned and will likely include legal research memoranda.
General Responsibilities of Fellow:
- The Legal Fellow will provide legal advice and counsel to the Health Connector’s legal team and other staff. The Legal Fellow will:
- Research and analyze legal issues in a wide range of substantive areas, including health law, insurance regulation, employment law, administrative law, technology transactions
- Assist in developing and drafting policies, trainings and compliance programs in a range of substantive areas, as needed
- Interpret regulations and statutes governing Health Connector operations.
- Support administrative appeals procedures
- Provide support for ongoing litigation, as needed
- Participate in other legal projects as needed
Basic Requirements:
- JD students only. Preferred 2L/3Ls but 1Ls with prior health care experience are encouraged to apply
- Ability to take initiative and work independently on projects
- Ability to build strong working relationships
- Excellent legal writing skills to prepare outward-facing, publicly available analytical documents and reports and the ability to explain results accurately and concisely to colleagues and stakeholders
- Excellent time management skills and ability to manage competing priorities.
- Ability to work in a team setting
- Ability to work under pressure with tight timelines
- Strong MS Office Suite skills, including but not limited Word, Excel and Power Point only
- Demonstrated interest in health care reform and health law
Hours:
This is a part-time fellowship; fellows are expected to work approximately 20 hours per week
Salary: $28.00/hour

- The Health Connector is operating on a hybrid work arrangement; candidates should expect to conduct a minimum of 2 days of in-office work and 3 days of remote work. For candidates who are interested, they may work more than 2 days a week in-office with approval of the fellowship program lead.

The Commonwealth Health Insurance Connector Authority (Massachusetts Health Connector) is an independent public authority serving as the Affordable Care Act (ACA)-compliant marketplace for the Commonwealth.
