Accounting Technician - Human Services

Position Summary:

Process fiscal transactions, track and analyze time reporting, claims processing and vendor payments. Provide assistance to staff in a variety of areas as needed. Monitor expenditures for grants and programs and complete required reports according to State, Federal, and County regulations and guidelines.
Essential Duties and Responsibilities:
Responsible for completeness, accuracy and confidentiality of all client information files in all software programs.
Responsible for monthly claims processing for State and Federal reimbursement of Social Worker case management time.
Coordinate Waiver Program screening documents and service agreements for Social Workers.
Manage the Social Welfare Fund (client representative payee accounts) and weekly payments to clients (following SSA and Federal Tax Information rules).
Responsible for coding, reviewing, researching and processing all Administrative, Medical Assistance and Social Security claims.
Serve as fiscal host for the Families First Collaborative that represents a separate account from other Human Services Programs.
Assist employees with time sheets – backup for review, correct as needed and approval in payroll system.
Access to county payroll system for adherence to federal DOT requirements and reporting.
Monitor multiple Grants for proper usage.
Prepare County, State, Federal and external audit reports.
Authorize new vendors and new employees for proper clearance on various state and county systems.
Out of Home Placement case procedures such as court orders, case plans and determine parental fees and permanency timelines.
Prepare monthly billings of Accounts Receivables and track payments as received.
Set up and assist in training new staff in computer program usage and payroll and payment procedures.
Ensure diligent monitoring and detection of fraud, waste and abuse within the organization through regular audits and adherence to compliance standards.
Contact providers and clients regarding services by telephone, email or in-person.
Obtain approval and monitor usage of two department credit cards.
Enter Childcare Provider vouchers into the system and approved for payment.
Monitor, report and complete transit (MnDOT) state and county reports and reconciliations.
Review Transit Manager claims.
Adhere to HIPAA, MN Data Privacy, and FTI policies regarding client confidentiality.
Administer access to state computer systems, clearance and passwords.
Human Services inventory and asset management lead.
Human Services program audit lead for MnDOT and SSA.
Other duties as assigned or apparent.
Regular attendance is required.
Attending meetings and training, as needed.
Qualifications
Education:
Two years college or vocational coursework in accounting and one year of related experience;
OR
One year college plus two years of accounting related experience.
Requirements:

Must possess a valid driver’s license and be able to drive in the state of Minnesota.
Complete and pass pre-employment screening.
Successfully pass background check.

Knowledge, Skills and Abilities:
Knowledge and skill in accounting functions, Excel, and computer operation.
Ability to obtain and apply knowledge of state and federal rules and statutes and audit procedures.
Ability to interpret a variety of instructions furnished in written or oral forms.
Ability to establish and maintain effective working relationships with others.
Ability to work under limited supervision with general autonomy in determining how objectives are achieved.
Ability to use considerable analytical ability to select, analyze and interpret data from several sources;interpretation of guidelines, policies and procedures is required.
A high degree of concentration is essential to effectively complete required duties with interruptions.
Grade 5. Entry hourly wage range: $25.79 to $28.91, DOQ. Position has a full earning potential of up to $36.34 perhour, DOQ.
