Job Summary: This is professional work reviewing and processing consumptive use permit applications and conducting compliance.
Job duties include:
- Reviews and processes simple to moderately complex consumptive use permit applications, including: Conducts pre-application meetings; Reviews Consumptive Use Permit applications for completeness in meeting permitting criteria; Assists applicants in all phases of the application process; Coordinates permit application review with other staff (groundwater modelers, environmental reviewers, agricultural assistance team, water supply staff, etc.); Reviews calculations, data, legal documents and hydrologic modeling to determine if projects meet District permitting criteria; Prepares technical staff reports, RAI’s and letters; Enters permit related data into the District's EReg and ePermit systems; Documents project actions, activities, and pertinent information in EReg; Communicates regularly with supervisor and service center lead hydrologist on workload and project projects of heightened concern.
- Conducts consumptive use permit compliance and enforcement actions on more simple to moderately complex permit: Provides input to both consumptive use and environmental resource permit compliance staff on complicated compliance issues; Conducts periodic site inspections; Evaluates compliance submittals; Reviews and evaluates monitoring reports, aquifer performance tests, and well construction and testing plans; Responds to complaints and public information requests pertaining to potential rule violations; Facilitates resolutions to non-compliance issues; Performs permit determinations; Coordinates with other Bureau staff, supervisors, and legal, as necessary; Documents compliance actions, activities and pertinent information in EReg; Communicates regularly with supervisor and service center lead hydrologist on compliance matters of heightened concern.
Minimum Qualifications:
Regulatory Hydrologist I requires a bachelor's degree from an accredited college or university in geology, hydrology, engineering or related field.
Regulatory Hydrologist II requires a bachelor's degree from an accredited college or university in geology, hydrology, engineering or related field and one-year professional experience in geology, hydrology, or related field.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
Physical Requirements/Working Environment:
A combination of conducting regular field/site visits and office work sitting at a desk and operating a personal computer to produce work products.
Periodic field visits:
Applicant must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.
Licenses:
Requires a valid Florida driver license.
Travel:
Requires travel to attend off-site meetings, sometimes outside of normal business hours including overnight. Ability to drive oneself to and from meetings.

Starting Salary Range:
Regulatory Hydrologist I: $50,065.60 – $62,587.20
Regulatory Hydrologist II: $57,324.80 – $71,635.20
Starting salary is based on qualifications and experience.
