Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board is looking for a Staff Services Manager I to join its dynamic Training Services team. As the team’s unit supervisor, you will lead efforts to coordinate statewide training and conferences for the collective Water Boards and develop a robust internal catalog of course offerings.  You will help ensure Water Boards’ employees have access to training classes and services that relate to their work addressing critical water issues facing California and support their personal and professional development. You will also work on projects to improve the Water Boards ability to attract and retain qualified staff.

The position is located in the CalEPA Headquarters Building at 1001 I Street, Sacramento, right in the heart of downtown. We offer convenient public transportation options and are within walking distance of the State Capitol, parks, restaurants, farmers’ markets, and much more. The building offers an onsite café, workout room, indoor bike storage, and daycare services.

 

Duties: 

The Staff Services Manager I (Supervisory) (SSM I) supervises the daily Unit operations and supports the long-term development of the Water Boards’ training program. The SSMI represents the Water Boards at internal and external meetings and forums and stays current with professional development trends, challenges, and opportunities.
