Location: Dubuque/Maquoketa garages - Within five (5) months, employees are required to reside within 45 minutes driving time, during normal conditions, from assigned road in your area of responsibility.

Shift Requirements: 7:00 AM to 3:30 PM, Monday through Friday, hours may vary and on call 24 hours a day during emergency and / or weather conditions; occasional overnight travel

As the Highway Maintenance Supervisor (HMS), you will have the opportunity to plan and support maintenance activities of all primary roads assigned to Dubuque & Maquoketa Garages. Some of your responsibilities will be supporting roadway maintenance crews on approximately 645 lane miles of primary highway, that includes Highways 20, 151, 61, 3, 52, 64, 62, and 136 across the assigned area.

You’ll be joining a dedicated team focused on keeping Iowa’s roads safe, efficient, and well-maintained. In this role, you’ll:

  • Lead and mentor roadway maintenance crews to support team success
  • Recommend training and monitor performance to help employees grow
  • Oversee facilities and equipment, ensuring proper upkeep, security, and readiness
  • Allocate resources during emergencies and winter operations
  • Serve as the primary contact for other agencies during emergency response
  • Monitor and inspect roadways, identifying maintenance needs and documenting conditions
  • Prepare project plans within budgetary guidelines
  • Coordinate traffic control for maintenance activities
  • Utilize DOT technology and software to support operations and decision-making

While a CDL permit is required upon hire, you must have your Class A and endorsements / restrictions CDL within 5 months following your appointment. CDL Training for Iowa DOT employees is provided!! Entry Level Driver Training is available if you do not already possess a Class A endorsements / restrictions CDL for positions that require it. Those eligible will receive both hands-on Behind-the-Wheel Range and Road training, with web-based Theory training, to fulfill required state and federal regulations.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:  

  1. Eight years of full-time work experience in highway maintenance, highway construction, highway materials inspection, or as an automotive/heavy equipment/diesel mechanic.
  2. All of the following (a and b):
    1. Four years of full-time work experience in highway maintenance, highway construction, highway materials inspection, or as an automotive/heavy equipment/diesel mechanic; and 
    2. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in business administration, construction technology/management, or engineering equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  3. Current, continuous experience in the state executive branch that includes one year of full-time work as a Construction Technician Supervisor.
  4. Current, continuous experience in the state executive branch that includes three years of full-time work as a Garage Operations Assistant or Highway Technician Senior.

Additional Qualification Requirements

  • Positions in this class require possession of a valid Commercial Learner's Permit upon hire. Within a timeframe determined by the appointing authority, a valid Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and subsequently maintained to continue employment.
  • In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), this job requires a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
  • Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
  • Within a timeframe determined by the appointing authority, employees in designated positions are required to reside within a defined driving time, during normal conditions, from the assigned work location.
  • Employees must respond to emergency situations as required.
