Primary Purpose:
The Research and Data Analyst provides strategic leadership in the design, implementation and evaluation of district-wide data systems, research initiatives and educator compensation strategies. This position leads efforts to transform data into actionable insights that drive instructional improvement and strengthen talent systems aligned with the Teacher Incentive Allotment (TIA), Texas Strategic Compensation and Enhanced TIA. Serving as both a technical expert and strategic thought partner, the R&D Analyst partners with district leadership, the Texas Education Agency (TEA), and Technical Assistance Providers (TAPs) to ensure that research, analytics and compensation systems are coherent, equitable and sustainable.
Qualifications:
Education/Training:
Bachelor's degree from an accredited university
Master’s degree in Statistics, Data Science, or a closely related field from an accredited university (preferred)
Candidate must have a satisfactory outcome of the fingerprinting check/background check
Special Knowledge/Skills:
Ability to communicate complex data clearly to diverse audiences
Strong strategic planning, project management and systems-thinking skills
Advanced proficiency in data visualization and spreadsheet analysis
Knowledge of statistical software and qualitative/quantitative research methods
Deep understanding of K-12 accountability systems, assessment data and program evaluation
Exceptional interpersonal, teamwork and leadership skills
Excellent written and verbal communication abilities
Results orientation, attention to detail and strong organizational and time management skills
Flexibility, adaptability and comfort working with ambiguity and change
Experience:
Minimum of three years in a senior leadership or data analytics role
Five years of experience in K-12 data analytics (preferred)
Major Responsibilities and Duties:
Research, Data, and Analytics
- Lead district wide research and analytics initiatives to monitor student achievement, teacher effectiveness and program impact.
- Design and implement data collection, cleaning and analysis strategies using both quantitative and qualitative methods.
- Develop dashboards, visualizations and reports that communicate data trends to inform instructional and operational decisions.
- Conduct accountability and performance analysis (e.g., STAAR, TAPR, MAP, district-created assessments).
- Utilize both descriptive and inferential analyses to evaluate programs and recommend strategic actions.
- Train district and campus staff on data interpretation and application to improve teaching and learning outcomes.
- Ensure data integrity, FERPA compliance and secure data management practices.
Strategic Compensation and Educator Effectiveness
- Provide leadership in designing and implementing a strategic compensation system based on educator effectiveness and student growth.
- Support the adoption, expansion and evaluation of the Enhanced Teacher Incentive Allotment program.
- Collaborate with TEA, Technical Assistance Providers (TAPs) and the Center for Strategic Compensation to develop a district model that meets program deliverables.
- Develop systems to track teacher placement, ensuring assignments align with student needs and district priorities.
- Coordinate all data submissions and communications related to TIA, including external validations and grant reporting.
Leadership and Collaboration
- Serve as a key member in advising on data-driven strategies and talent policies.
- Coordinate project timelines, deliverables, and updates to maintain transparency and engagement across district departments.
- Support cross-functional collaboration among academics, HR, and finance to ensure coherence between strategy, data and compensation systems.
- Daily attendance and punctuality are essential functions of the job.
