Supervisory Acquisition Program Manager

Mission: Space Delta 12 leads the integrated test and evaluation of USSF capabilities in order to rapidly field combat-credible weapon systems and tactics.
Purpose of position: To serve as a Supervisory Acquisition Program Manager supporting the activities of a multifunctional acquisition organization. To provide program management support to assigned contracts/programs to efficiently manage cost, schedule, and performance. To collaborate with fellow program managers, industry partners, and program stakeholders to provide agile, responsive, and transparent solutions to meet mission requirements. To assure mission essential products and services are procured in the timeliest and economical manner for large, complex, performance-based mission programs.
Duties:
• Plans, organizes, and directs the activities of Delta 12 Acquisitions, ensuring that all assigned acquisition programs are high-quality, affordable, effective, meet customer needs, and comply with legal and regulatory requirements.
• Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
• Plans, leads and executes competitively negotiated source selections that encourage competition, deliver performance at the speed of relevance, meet customer requirements, and consider portfolio fiscal constraints.
• Perform statistical analysis on contractor performance and contract value.
Knowledge and skills for the position:
• In-depth knowledge of program planning, budget and financial management cycles and policies.
• Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
• Ability to negotiate resolution of complex budget and financial execution issues.
• Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies
• Ability to interpret and apply fiscal policy and financial rules, regulations and procedures.
Requirements for the position:
• U.S. citizenship
• Must be able to obtain and maintain a Top-Secret clearance.
• This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
• Must file an OGE-450, “Confidential financial Disclosure Report” within 30-days of assuming this position.
• Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
• May be required to work overtime on an unscheduled or emergency basis.
