The United States District and Bankruptcy Courts for the District of Columbia is recruiting for a Human Resources Specialist to join its Clerk’s Office team. The team works in a dynamic, fast-paced environment serving both a District Court often referred to as the second most important in the nation given the vast number of high-profile cases over which the judges preside and a Bankruptcy Court constantly leveraging technology for the benefit of customers. JOB SUMMARY
The Human Resources Specialist is in the consolidated human resources department, which supports the United States District and Bankruptcy Courts for the District of Columbia and the United States Probation Office (including law enforcement and non-law enforcement positions). The incumbent performs and coordinates administrative, technical, and professional work related to human resources programs on a district-wide basis. This includes ensuring compliance with the appropriate guidelines, policies, and approved internal controls. The incumbent reports to the Human Resources Manager.
DUTIES AND RESPONSIBILITIES
- Process a variety of human resources and payroll actions such as appointments, promotions, separations, terminations, within grade increases, and changes to benefits elections. Maintain automated personnel record system. Process workers compensation claims forms. Gather data for required reports, such as telework, fair employment practices, and workers compensation.
- Conduct assigned recruitment efforts, such as preparing position descriptions and vacancy announcements and ensuring positions are advertised according to the needs of the court unit, reviewing applications for completeness, scheduling interviews, administering tests, and maintaining recruitment files.
- Issue new employee credentials and identification cards.
- Maintain and monitor human resources records, including payroll and leave records using the Human Resource Management Information System (HRMIS) or other electronic database, adhering to national and court guidelines. Track and enter time sensitive data, such as employees’ date of promotion, performance evaluations, and step increases. Maintain leave and timekeeping records.
- Perform training activities related to human resources matters, such as preparing materials and resources and scheduling resources (e.g., meeting rooms, web-based resources, etc.), and developing training materials.
- Assist with fingerprinting all new employees and contractors (for the Probation Office, the District and Bankruptcy Courts, and the Federal Public Defender’s Office) and conduct background checks and investigations (including drug tests and medical examinations for law enforcement officers) in accordance with the Guide to Judiciary Policy.
- Assist with benefits program coordination, including maintaining and distributing benefits materials, processing forms, addressing routine benefits questions, resolving benefits issues, and conducting health fairs.
- Assist with employee recognition programs. Assist in the coordination of human resources-related events. Communicate human resources policy information. Assist with intern program to include conducting employee orientations.
- Assist the Human Resources Manager with higher level human resources functions, requiring in depth subject matter expertise, and extensive specialized human resources experience.
- Serve as a liaison between human resources, court personnel, and other entities.
- May act as a lead for other human resources staff, providing guidance and training, ensuring the accuracy of forms and documents. Assist and serve as a back-up to the Human Resources Technician.
- Serve as a back-up to the Human Resources Manager.
- Other duties as assigned.
QUALIFICATIONS
Required Education: The successful candidate must possess a bachelor’s degree from an accredited four-year college or university.
Required Specialized Experience:
To qualify for the CL-25, the candidate must also possess a minimum of two years of specialized experience.
To qualify for the CL-26, the candidate must also possess a minimum of three years of specialized experience.
To qualify for the CL-27, the candidate must also possess a minimum of four years of specialized experience.
Specialized experience includes progressively responsible experience in at least one but preferably two or more functional areas of human resources management and administration (classification, staffing, training, employee relations, etc.) that provided knowledge of the rules, regulations, terminology, etc., of the area of human resources administration.
Preferred Experience: Human resources administration experience in the Federal Judiciary is highly preferred.
Experience in a legal or court environment is highly preferred.
Must have excellent interpersonal skills, the ability to communicate effectively both verbally and in writing is critical and maintain complete and accurate records and files.
Must have strong customer service skills with the ability to provide clear and detailed oral and written instructions.
Must have strong computer and analytical skills.
Proven experience in handling multiple workload demands, including frequent interruptions, while maintaining a high level of concentration.
Ability to take initiative and a demonstrated ability to function collaboratively within a team environment and the larger office.
Accuracy and attention to details are essential.
Excellent organizational skills, the ability to respond to requests on short notice, and the ability to meet stringent deadlines are essential.
Must exercise mature judgment, flexibility, and initiative.

CONDITIONS OF EMPLOYMENT

Employees of the United States District and Bankruptcy Court for the District of Columbia are excepted service appointments. Excepted service appointments are “at will” and can be terminated with or without cause by the court.
Employees are required to use the Electronic Funds Transfer (EFT) for payroll deposit.
Final candidates will undergo a background check and must successfully complete a Moderate Risk Background Investigation (MBI), a five-year investigation with five-year periodic updates.
