This position serves as the Application Developer & Systems Analyst supporting the Illinois Department of Public Health (IDPH) providing programming, coding, testing, and implementation support based on system and application design specifications. 

In this role, you will collaborate with vendors to resolve software, and equipment issues and optimizes performance through business objects tuning.  

In addition, you will support multi-tier web application deployment and configuration across various environments, including production.

Essential Functions

  • Under general direction, serves as an Application Developer & Systems Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Public Health (IDPH) performing difficult and specialized professional work in the Information Technology areas of applications and systems services.
  • Performs program coding, testing and implementation of Information Technology application systems.
  • Serves as liaison with vendors to resolve complex software and equipment issues related to business objects and other reporting or software development tools utilized by the team.
  • Performs coding utilizing advanced JAVA programming techniques e.g. Object-Oriented Programming.
  • Assists in the implementation of application configuration in all tiers of a multi-tier web based and/or cloud-based application and deployment to various application environments including production.
  • Keeps abreast of new developments in the Information Technology field by continuing education through attendance in meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires one (1) year of professional experience in application services or a related Information Technology field.

 

Preferred Qualifications (In Order of Significance)

  • One (1) year of experience developing JAVA J2EE web applications, with demonstrated proficiency in Object Oriented Programming, IBM Rational Application Developer, and modern software development methodologies. 
  • One (1) year of professional experience performing advanced data analysis for application and systems development, including requirement gathering, data modeling, multi-platform data validation, and translating findings into functional designs and business intelligence solutions.
  • One (1) year of professional experience with relational and cloud database platforms, such as DB2, ORACLE, SNOWFLAKE and MySQL, including performance optimization, query development, and data integrity validation. 
  • One (1) year of professional experience using business intelligence tools including Tableau, Business Objects and similar for dashboard development, universe design, and report scheduling.
  • One (1) year of professional experience with DevOps tools (e.g., Azure DevOps) for version control, CI/CD pipelines, and collaborative development environments.
  • Extensive knowledge of integrating and supporting multi-tier or cloud-based applications, including deployment and configuration in production environments.
  • Strong analytical and problem-solving skills with the ability to translate complex data requirements into functional design and system improvements.
  • Ability to coordinate cross-functional technical activities and work effectively with vendors, project managers, and business stakeholders.
  • Developed verbal and written communication skills to present technical information clearly and effectively to both technical and non-technical audiences.
