Staff Air Pollution Specialist

The Mobile Source Controls Division is recruiting for an organized and motivated Staff Air Pollution Specialist (SAPS), to oversee a team of professional and technical staff working on zero emission vehicle regulations in the Testing Development Section. The Section consists of a friendly team of professional staff supporting development and implementation efforts for the California Air Resources Board's (CARB) ZEV assurance measures to help achieve California's ambitious air quality, climate, and environmental justice goals.

The mission of the Testing Development Section is to work with the Advanced Clean Cars Branch to foster a sustainable market for zero­ and ultra-clean emission light-duty vehicle technologies through regulations and market supporting policies. The Advanced Clean Cars II program requires a percentage of new vehicle sales to be zero emission for the light-duty fleet. The Advanced Clean Cars II program also requires ZEV assurance measures, which include requirements for ZEV durability, warranty, battery labeling, and serviceability. These assurance measures individually and collectively support the emission reductions of the Advanced Clean Cars II program by ensuring that ZEVs perform as needed to replace conventional vehicles fully and permanently.

Under the supervision of an Air Resources Supervisor I, this Staff Air Pollution Specialist (SAPS) is responsible for independently leading teams in developing regulations, assessing vehicle technology development, and evaluating existing and potential compliance with light-duty vehicle regulations and test procedures through analysis of light-duty vehicle certification data, vehicle testing data, data collected from on-board diagnostic systems, and stakeholder engagement. This position will work collaboratively with Branch staff as the lead staff person on combustion, zero-emission, and emerging vehicle technologies to support regulatory development and implementation of light- and medium-duty vehicle emission standards and associated test procedures. The SAPS will serve as the primary point of contact for auto manufacturers on vehicle technologies; participate in work groups, standards committees and technical meetings; and may engage in outreach events with industry, environmental groups, government organizations and the public. This position will also collaborate with the broader CARB team that engages with federal agencies on vehicle emission standards.
