JC-500205 - Maternal / Infant Health Branch Chief

To accomplish its mission, the Maternal, Child and Adolescent Health Division (MCAH) maintains partnerships, contracts, and agreements with state, federal, and local agencies in both public and private sectors. MCAH hosts an array of programs and initiatives to serve the state's diverse populations and regions providing important resources, information and data about reproductive health, family planning, pregnancy, birth outcomes and more. Most programs and initiatives within MCAH are funded by the 1935 Social Security Act's Title V Block Grant and State General Fund.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by promoting health and wellness, including improving state health outcomes, reducing risk, mobilizing partnerships to strengthen collective impact, and by tailoring practices to meet the needs of the communities that we serve.

The candidate works under the general direction of the Division Chief and Assistant Division Chief of the Maternal, Child and Adolescent Health (MCAH) Division. The Staff Services Manager (SSM) III will be responsible for leading the policy and program planning and implementation, managerial, technical, contractual, budgetary, and administrative duties of the Maternal and Infant Health Branch (MIHB). MCAH programs within the Branch include the: California Home Visiting Program; Black Infant Health; Perinatal Equity Initiative; Indian Health; Breastfeeding Program (BFP); California Diabetes and Pregnancy Program (CDAPP); Comprehensive Perinatal Services Program (CPSP); Fetal and Infant Mortality Review Program (FIMR); Infant Health; Local Health Jurisdictions MCAH Program; Maternal Health; Sudden Infant Death Syndrome Program (SIDS); Maternal Levels of Care; Nutrition and Physical Activity (NUPA) Initiative; Preconception Health; Regional Perinatal Programs of California (RPPC).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

  • Ability to envision, plan, organize, and direct all activities to ensure the successful design, development, and implementation of programs.
  • Experience working to improve health equity among diverse populations.
  • Skilled at analyzing data trends and using data to achieve improvements in outcomes.
  • Capable of identifying and building relationships and consensus with external stakeholders and local health jurisdictions to achieve a common goal.
  • Experience developing and maintaining effective working relationships with executives, managers, and staff from diverse program areas across CDPH that includes representatives from all levels of government.
  • Demonstrated ability to establish priorities and successfully resolve issues.
  • Experience fostering a positive work environment.
  • Excellent interpersonal and communication skills, management and leadership skills to ensure successful performance in an Executive role.
