Personnel Technician II

The Johnston County Department of Social Services has an immediate opening for a Personnel Technician II position and will serve as one of two employees in the agency’s Human Resources Unit, which is the Administration Department.  The ideal candidate must demonstrate the ability to work independently with minimal supervision while taking initiates to drive projects forward.   This posting will report directly to the DSS Director.

Duties and Responsibilities

 

  • Participate in the operations, services and activities in the agency’s Human Resource Department, including position management, recruitment and records management in accordance with Office of State Human Resource and county and federal agency policy.
  • Maintain confidentiality of all personnel matters. 
  • Answer questions and provide information to the general public and applicants concerning vacant and pending positions 
  • Assist with employee relations issues.
  • Create and maintain position history files and spreadsheets to ensure position number control is managed in the database system.
  • Ensure that new employees complete the E-Verify process and assist with payroll changes
  • Interpret state, county and agency policies and procedures for staff and applicants regarding employment issues. 
  • Complete and submits the PD102 & PD118 to the County HR & OSHR for new and reclassified positions, and abolishing existing positions as needed.
  • Maintain an adequate system for management for all employee’s personnel records.
  • Assist with recruitment and interviewing process for prospective applicants.
  • Responsible for ensuring that probation, permanent and annual employee performance evaluations are completed.
  • Train new employees and supervisors on the use of the NEOGOV Performance System. 
  • Schedule, coordinate, facilitate the New Employee Orientation and ensure all on-boarding materials are completed by new employees.
  • Monitor and maintain workers’ compensation claims, ADA accommodation request, vehicle accident forms, and files for assigned departments.   
  • Administer programs following county, agency, state and federal policies and procedures to include but not limited to FMLA, leave and temporary employees. 
  • Process pre-boarding and onboarding new hire documentation. Ensure employees on leave under FMLA, LWOP and personal leave are coded properly and monitored for return to work in the payroll system, prepare routine reports for department compensation time and overtime.  
  • Attends training, meetings and seminars to stay abreast of legislation and trends in human resources administration. 
  • Attends agency employee personnel conferences to take notes as necessary.
  • Performs general administrative/office work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, establishing and maintaining files, copying and filing documents and answering the telephone and 
  • Title VI / Civil Rights Coordinator for the agency.

 

Knowledge, Skills and Abilities

Considerable knowledge of personnel practices, policies and applicable laws. Considerable knowledge of County personnel policies, regulations and procedures. Thorough knowledge of departmental practices and procedures. Knowledge of human resources software applications. Ability to conduct interviews. Ability to evaluate and analyze positions and departmental personnel needs. Ability to use judgment and to apply selected policies, procedures and regulations in maintaining and processing transactions. Ability to practice effective communication techniques, both orally and in writing. Ability to organize and prioritize wok. Ability to prepare and maintain accurate records and reports. Ability to interpret program policies, rules, regulations and procedures for departmental personnel and the general public. Ability to establish and maintain effective working relationships with employees, departments and the general public.
 

Desired Education and Experience

 

Graduation from high school and five years of progressively responsible administrative work including at least two years of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or, graduation from a four year college or university and one year of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or an equivalent combination of training and experience.

Ideal Candidate:

Possesses a minimum of three to five years with human resources experience, with a strong background in human resources and proven track record in managing employee relations, administering the FMLA policies, ensuring compliance with relevant employment laws and regulations, strong communication skills and the ability to work collaboratively with various departments are essential.
