Position Overview 

 

This position is accountable for maintaining the safe and efficient flow of traffic on the Chicago Metropolitan Area Expressway System by providing effective incident management at expressway crash scenes and responses to requests for motorist aid.

Essential Functions

  • Maintains acceptable standards of productivity through the effective organization of work crews, the proper allocation of resources, continuous equipment usage, and proper employee assignment and motivation.
  • Participates in disciplinary and grievance resolution proceedings. Conducts, as required, investigations in conjunction with the district’s administrative staff and the district’s Emergency Traffic Patrol (ETP) Manager.
  • Develops, trains, motivates, and evaluates subordinate staff to perform tasks effectively and safely.
  • Recognizes, recommends, and implements procedures to optimize the utilization of manpower, equipment, and funding.
  • Provides up-to-date emergency services and freeway incident management.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering, or a related technical/science curriculum PLUS five years of experience in civil engineering, roadway construction highway maintenance, traffic operations, public works, or a related field; OR Seven years of experience in engineering technology, civil engineering, roadway construction, highway maintenance, traffic operations, public works, or a related field.
  • Two years of supervisory experience.

Preferred Qualifications

  • Familiarity with the Federal Highway Administration's Manual on Uniform Traffic Control Devices and its application to incident management.
  • Ability to plan and direct the efforts of employees for efficient accomplishment of Emergency Traffic Patrol's program objectives.
  • Ability to maintain harmonious relationships with employees, agency officials, various law enforcement and emergency agencies, trucking associations, news media, vendors, equipment manufacturers, and the public.
  • Strong oral and/or written communication skills.

Conditions of Employment

  • Requires a valid driver’s license.
  • Requires the ability to climb in and out of large fleet trucks independently, utilizing available hand and footholds.
  • Requires the ability to travel district-wide frequently.
  • Requires the ability to work overtime, outside of regular office hours, including early mornings, nights, weekends, and holidays.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
