The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.

This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.
The Associate Governmental Program Analyst (AGPA), acting as the Personnel Support Analyst, will support the Center level and Operations Branch (OB) by performing personnel, administrative, and technical functions including, but not limited to, Personnel Liaison (PL) duties, act as Attendance Coordinator (AC), track personnel movement within the Center, and complete drills related to CDPH’s Human Resources Division (HRD). Coordinating with CLS PLs, to track and monitor position and structural changes within the Divisions and Branches of CLS ensuring they are processed using HRD standards and guidelines.
The incumbent works under the general direction of the Administrative Support Supervisor, Staff Services Manager I of the Center for Laboratory Sciences Operations Branch.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

The ideal candidate will demonstrate strong analytical, organizational, and communication skills, along with the following qualifications:
- Experience preparing and reviewing State and Federal documentation such as Budget Change Proposals (BCPs), Finance Letters, Budget Revisions, progress reports, and Requests for Proposals/Applications (RFPs/RFAs).
- Knowledge of budget development and fiscal tracking, including forecasting, expenditure monitoring, and reconciliation.
- Familiarity with purchasing and procurement processes, including contract development and invoice tracking.
- Experience supporting or coordinating program or project teams, including tracking deliverables and timelines.
- Ability to write clear and concise reports, summaries, and fiscal documents for management review.
- Experience working collaboratively with internal and external stakeholders to support program goals and operations.
- Strong analytical and problem-solving skills, with the ability to research issues, evaluate alternatives, and recommend solutions.
- Effective verbal and written communication skills, including the ability to prepare briefing materials and present information clearly.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Receptiveness to feedback and ability to apply constructive input to improve work products and processes.
- Understanding of process improvement and change management principles.
- Ability to handle sensitive and confidential information with professionalism and discretion.
- Strong organizational skills and attention to detail.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other relevant software tools.
- Ability to work independently and as part of a team to complete assignments and support organizational objectives.
