LEA Special Education Director

Salary Range: $106,804 – $112,211

Reports To: SISD Executive Director of Special Education and Director of Special Education & LEA Executive Director of Student Services

General Summary of Position

The Special Education Director works under the direction of the Saginaw ISD Executive Director of Special Education, the SISD Director of Special Education, and in conjunction with the LEA Executive Director and Superintendent of Saginaw Public Schools.

This position provides leadership at either the elementary or secondary level in the administration and management of Special Education Programs and all activities adjunct to Special Education. The LEA Director supports Special Education instructional staff, including evaluation of assigned SISD Special Education Supervisor(s) and district support staff.

The Director ensures district programs and services operate in compliance with special education rules and that students’ IEPs are legally compliant and implemented correctly. Responsibilities also include maximizing learning outcomes for Special Education students, overseeing curriculum and assessment related to Special Education, ensuring compliance with state and federal laws, and delivering high-quality customer service to district staff and the public.

Essential Job Responsibilities

Serve as the lead Special Education Administrator for the district at either the Elementary or Secondary level in coordination with Special Education Supervisor(s) and LEA Special Education Administration.

Administer district Special Education Programs and Services in alignment with Federal, State, and ISD mandates, including:

Development and review of curriculum for Students with Disabilities

Development of Special Education programs and services for ages 0–26

Establishing and maintaining Special Education Graduation Requirements

Implementing Transition Requirements

Developing pre-referral and referral systems

Developing needs assessments and high-quality professional development

Assist Special Education Teachers with the selection, procurement, and dissemination of specialized materials.

Provide oversight and coaching to SISD Special Education Supervisor(s) assigned to the district.

Assist the Executive Director of Student Services with administration and evaluation of special education teaching and paraprofessional staff, including attendance monitoring, legal compliance, improvement plans, and professional development.

Inform district administrators of key Special Education data, including:

Attendance

State Performance Indicator data

Graduation data

Suspension and Expulsion data

Child accounting data

Catamaran system data

Act as designee of the Executive Director of Student Services in matters relating to Special Education within legal allowances.

Assist with discipline administration for students with disabilities, supporting positive behavioral, social, and emotional development and systems addressing bullying and harassment.

Provide administrative guidance of the Special Education budget and associated costs.

Oversee IEPs for students assigned to district programs and services, including attending, conducting, and ensuring implementation and procedural compliance.

Monitor and evaluate district Special Education Programs for compliance and quality.

Assist with corrective actions related to monitoring and compliance violations.

Complete all required local, State, and Federal Special Education reports.

Assist with the recruitment, interviewing, and hiring of Special Education staff.

Keep accurate records of professional activities.

Serve as liaison with school staff, community agencies, and professional organizations.

Maintain professional competency through conferences, workshops, and professional organizations.

Supervise ancillary staff/services assigned to the district by SISD.

Oversee collaborative programs housed within the assigned district.

Perform other duties as assigned by the LEA Superintendent and the SISD Executive Director of Special Education.

Required Qualifications

Michigan Teacher Certificate with at least one Special Education endorsement.

Master’s Degree in Special Education.

Full approval as a Director of Special Education in Michigan, or eligibility within three years.

State of Michigan Administrator Certificate, or eligibility within three years.

Previous administrative experience as a Special Education Supervisor or Director preferred.

Excellent oral and written communication skills.

Strong teamwork and collaborative skills.

Ability to meet the needs of the assigned District and its residents.
