Property Systems Specialist

Minimum Qualifications of Education and Experience

Expected salary $30.99 to $41.38.  Full salary range $30.99 to $51.76.

Bachelor’s degree from an accredited college or university in computer science, information systems, real estate or related field.
OR
Associate’s degree from an accredited college computer science, information systems, real estate or related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to four (4) years of experience in a similar position as listed in the work functions.


Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.


Required Special Qualifications:
Licensed by the Minnesota Board of Assessors as a Certified Minnesota Assessor (CMA) or Certified Assessment Technician (CAT) or the ability to be licensed within 2 years of employment.

Nature of Work

Under general supervision, assists with property records technological improvements. Supports assessment and taxation data needs. Assists with the Computer Assisted Mass Appraisal (CAMA) and property taxation systems. Administers software programs, websites, mobile solutions, technology devices, and other technical applications. Supports data table setup, report configuration, and training for the CAMA system. Supports a diverse, respectful, and inclusive workplace.

Examples of Work

  • Assist with the administration of the CAMA and property taxation systems. 
  • Provides application support including testing of patch and upgrade releases.
  • Assists with identifying, diagnosing, troubleshooting, and resolving issues for internal and external customers related to assigned enterprise application software.
  • Creates reports and compiles other data as requested.
  • Assists with researching, writing, and providing reporting information.
  • Assist with training in new technology and software changes.
  • Collaborates with other departments to ensure data integrity. Conducts research, analysis, and recommendations for new software.
  • Perform other related duties as required or assigned

Knowledge, Skills and Abilities

  • Knowledge of the principles, methods and techniques of property appraisal or real estate
  • Knowledge of Oracle and XML programming language
  • Knowledge of Computer Assisted Mass Appraisal (CAMA) and property taxation systems.
  • Skill in the use of computers and technology including database management.
  • Skill in the use of report writing tools (i.e. Crystal Reports, Access, SQL, PowerBI)
  • Skill in analytical thinking and problem solving. 
  • Skill in troubleshooting.
  • Skill in effective written and verbal communication.
  • Ability to effectively organize and prioritize work.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to create and maintain appropriate documentation.
  • Ability to evaluate new technologies, analyze problems, and recommend efficient solutions.
