Under limited supervision, the IT Asset Management Section Manager manages the activities of information resource professionals in the support of the agency IT Asset Management program. This team is responsible for maintaining the agency technology device asset inventory, administration and support of asset systems, inventory validation, and coordination with property custodians. This includes desktops, laptops, mobile devices, and other devices that hold data. Promote and support collaborative service and continuous improvement. Adhere to State and agency IT security policies and standards. This position will focus on the agency OIT needs with an emphasis on public health. Manage staff in the planning, development, support, organization, maintenance, and monitoring of the agency IT Asset Management program and supporting solutions. Schedule and prioritize work activities; make necessary arrangements for technical resources, procedures, manuals, supplies, equipment, and staff planning. Maintain an accurate master inventory of technology devices and ensure the integrity of that list as devices are added and removed. Ability to establish and maintain working relationships with customers, technical staff, management, and vendors. Coordinate with business management staff, program area asset custodians, and vendors to identify and maintain a complete and accurate inventory of agency IT assets. Partner with Cisco and the Security Compliance Section to ensure appropriate security protocols and policies are implemented and adhered to. Promote strategic initiatives to improve the agency's overall operations and core values. Evaluate the business needs of the agency and recommend solutions, assess project progress and be held accountable for results. Direct the preparation of project reports for customers. Maintain system documentation and the service catalog associated with supporting services. Maintain awareness of end-user devices, operating systems, and application support technology trends and changes. Other duties as assigned. Under limited supervision, direct and oversee the design, development staff, and solutions associated with the agency technology asset management for the agency.
Minimum and Additional Requirements
State Minimum Requirements:A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis. Knowledge of IT development, implementation, and documentation in an enterprise network environment. Knowledge of IT techniques to provide support of computer hardware and software, mobile devices, and peripherals deployed in an enterprise environment. Ability to establish and maintain working relationships with users, technical staff, management, and vendors. Ability to plan, direct, review the work of technical personnel. Strong organizational skills and attention to detail. Ability to communicate effectively both orally and in writing. Ability to work independently in establishing priorities and responding to agency needs. Occasional lifting, carrying, pushing and/or pulling up to 50 pounds. Must possess a valid driver's license and a good driving record. Some travel may be required generally within the Columbia/Richland County area which may encompass other agency facilities throughout the State of South Carolina. Some overnight travel may rarely be required. Some after-hour and weekend work maybe required during emergency events when activated.
Preferred Qualifications
Bachelor's degree in computer science or related field and three (3) years' work experience in information technology (IT). Supervisory experience. Knowledge of the organization and its IT policies and procedures. Experience with asset management and solutions.
