Acquired Brain Injury - Moving Forward Plan Waiver Director - (250007U0)
This position is located in the Northeast Regional Office in Danvers, Ma.
The Department of Developmental Services (DDS) was invited by Executive Office of Health and Human Services (EHS) to develop 24/7 residential services for both the Acquired Brain Injury Residential Waiver and the Moving Forward Plan Waiver during FY’14. The Inter-agency Service Agreement (ISA) between MassHealth and DDS started at $935,000 to begin hiring staff and building the residential service system. It is now over $200,000,000 because of the considerable growth of the residential system and the significant funding to support that development. In FY’14 there were fewer than 100 individuals in these waivers and now it serves nearly 1,000 individuals in residential services. Additionally, because these individuals have a clinical presentation significantly different from individuals typically served by DDS, the plan has been to develop a service system completely separated from the DDS Intellectually Disabled (ID)/Developmentally Disabled (DD) service system.
The Acquired Brain Injury-Moving Forward Plan (ABI-MFP) Director is a mid-level management position assigned to the regional level to assist the Community Systems Director in the management of all administrative, clinical, programmatic and budgetary matters related to the ABI and MFP Waivers. The ABI-MFP Director is delegated principal responsibility for day-to-day operational issues within the Regional ABI-MFP Office, including primary responsibility for ensuring compliance with all reporting responsibilities; provider contract negotiations; Purchase of Service (POS) contract billing and reconciliation; ensuring compliance with litigation requirements of the Hutchinson Class Lawsuit; reviewing and signing off on Individual Service Plans (ISP) and Safety Plans attesting to their adequacy, appropriateness and consistency with regulatory requirements. Day-to-day oversight and management includes quality assurance monitoring of all services and supports purchased through the POS system including management of all referrals to ABI-MFP Providers; individual and systemic problem solving; development of new providers and provider homes; procurement, monitoring and evaluation of residential services, as well as, day services and support services provided to the waiver participants funded through UMASS/MassHealth. There are four ABI-MFP Regional Offices, the Directors each managing a budget ranging from $40,000,000 to $60,000,000 depending on the number of participants wishing to relocate within the Region. The staff reporting to the ABI-MFP Director ranges from 14 to 18 employees. As noted, this effort is associated with a Settlement Agreement between the Plaintiffs representing individuals with an Acquired Brain Injury and EHS, MassHealth, MRC and DDS (through an ISA with MassHealth to deliver 24/7 residential services, IT infrastructure, individual case management and service oversight and monitoring all done at the Regional level).
