Salaries may be subject to change pursuant to NYS Civil Service Law and the consent of the Buffalo Common Council.

 

The incumbent shall act for and generally in place of the Commissioner of Public Works, Parks and Streets.  S/he relieves the Commissioner of administrative and personnel matters of the Department and acts as a liaison with all Divisions of the Department:  Administrative, Buildings, Engineering, Parks and Recreation, Streets, Telecommunications, Water.  The Deputy Commissioner advises and may participate in the activities of each Division and is the ‘go to’ person for direction and guidance.  The incumbent approves proposals and action on the affairs of the Department.
 

Typical Work Activities

Advises Division Heads on operational and personnel issues.

Makes determinations on staffing matters: placement, selection, discipline, grievances, attendance, reductions in force, and related personnel concerns.

Conducts studies and prepares reports for immediate and long-term departmental planning.

Recommends changes to departmental policies and procedures.

Researches applicable codes, laws, rules, and regulations; determines departmental impact and recommends remediation.

Oversees departmental budget preparation and expenditure review; approves reallocations as necessary.

Performs duties and exercises authority as directed by the Commissioner.

Thorough understanding of personnel management and planning in government agencies.

Administrative supervision skills.

Ability to interpret and understand technical written material.

Analytical skills to organize and explain information for decision-making.

Tact, courtesy, and professional judgment.

Physical condition appropriate for the position.

Preferred Minimum Qualifications

Same qualifications as required for the Commissioner of Public Works, Parks & Streets as outlined in the City Charter.
