Director of Telecommunications, Utilities, and Franchises

DISTINGUISHING FEATURES OF THE CLASS

This position is directly responsible for overseeing the franchises of cable television, including rate regulation and franchise renewal.  The incumbent reports directly to the Common Council advising on legislative issues regarding improved telecommunications technology and franchise laws.  Supervision is exercised over personnel assigned.

Typical Work Activities

Monitors rate regulation, franchise renewals, and contract negotiations for cable television providers.

Develops legislative initiatives related to telecommunications regulation, including reviewing the need for new ordinances.

Stays current on federal and state telecommunications laws and regulations.

Monitors franchise agreement compliance, including payments, technical standards, and other requirements.

Notifies cable providers of non-compliance issues and policy changes.

Maintains information on cable technology and regulatory issues.

Performs related duties as requested.

Minimum Qualifications

Option A: Bachelor’s Degree (any major) and four years of full-time telecommunications management experience, including one year overseeing cable television franchises.

Option B: Associate’s Degree (any major) and six years of full-time telecommunications management experience, including two years overseeing cable television franchises.

 

Salary

$115,790
