JC-498769 - Program Support Analyst

This Syndromic Surveillance (SyS) Program Support Analyst position within the Center for Infectious Diseases (CID), Office of Infectious Disease Preparedness and Response (OIDPR), supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the implementation, utilization, maintenance, and operation of the California Syndromic Surveillance (CalSyS) Program. This program facilitates timely and broad monitoring of population health, ultimately leading to more rapid and targeted disease, illness, injury control and prevention strategies, as well as increased situational awareness for public health response. 

The CalSyS Program activities include onboarding of healthcare facilities in California to the state’s designated syndromic surveillance system, administering data use agreements with Local Health Departments (LHDs), developing regulations, analysis and dissemination of syndromic surveillance data, provision of technical support to build and maintain the state’s system, implementation of a variety of communication strategies (e.g., communities of practice, training and technical assistance, meetings, website content, data dashboards, reports), and implementation of Health and Safety Code relevant to the state’s syndromic surveillance activities. The SyS Program Support Analyst will provide programmatic and administrative support designed to ensure successful completion of all Program activities and overall Program operations.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by contributing to the implementation, maintenance, and operation of the California Statewide Syndromic Surveillance (CalSyS) program. CalSyS enables timely and comprehensive monitoring of population health, supporting rapid and targeted public health response and disease prevention efforts across the state. The program plays a critical role in enhancing situational awareness and informing decision-making through the collection, analysis, and dissemination of syndromic surveillance data.

Under the direction of the SyS Section Chief, the Associate Governmental Program Analyst (AGPA) provides complex analytical, programmatic, and administrative support to ensure the effective operation of the CalSyS program. The AGPA is responsible for managing and tracking program activities, supporting fiscal and contract processes, coordinating communications and documentation, and facilitating recruitment and onboarding efforts. This position serves as a liaison with internal and external partners, including the OIDPR Business Operations and Support Section (BOSS), and contributes to the development and implementation of systems, procedures, and tools that enhance program performance and support public health surveillance efforts across California.

In the case of a public health emergency, this position may be asked to redirect to serve rotations in emergency staffing roles aligned with their classification level.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Ability to successfully manage multiple tasks, prioritize effectively, and follow up to ensure task completion
  • Ability to communicate complex ideas and information effectively (oral and written) including drafting and editing documents and presentations
  • Skilled in scheduling/coordinating/facilitating meetings, drafting agendas, taking notes, and ensuring follow-up on action items
  • Experience in developing and implementing processes and systems to manage and coordinate projects and teams, including use of project management tools (e.g., MS Planner)  
  • Adept at researching information relevant to business needs (e.g., policies, guidelines, research findings), compiling relevant information, and summarizing/sharing findings to help guide decision-making
  • Ability to provide excellent customer service to all staff, management, partners, and the public
  • Experience collaborating with state and local governments, preferably on public health initiatives
