Water Quality Specialist
Purpose of Position
The purpose of this position is to regulate on-site wastewater treatment system installation and repairs, inspect stormwater and wastewater infrastructure, investigate and report environmental hazards, and provide field supervision for County sewer and drainage projects, under the supervision of the Water Quality Field Operations Manager.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Review and approve engineering design of on-site wastewater treatment systems for new installations and repairs to existing systems. Conduct inspections for failing, new, and rehabilitated systems.
Perform field inspections for construction of storm drainage infrastructure and sediment/erosion control measures.
Supervise County drainage projects, sanitary sewer district projects, and other special projects performed by contract.
Conduct on-site wastewater system installer training and certification. Conduct homeowner education classes on how to maintain on-site wastewater treatment systems.
Review stormwater and environmental issues for preliminary plats and zoning requests.
Prepare proposed site evaluation reports, correction notices, correction reports, and inspection reports.
Respond to stormwater and environmental complaints including flooding, surfacing sewage, sinkhole collapse, noxious weeds, etc.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Perform routine vehicle upkeep.
Retrieve permit information from files and records.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s degree in Soil Science, Natural Resources, Geology or related field, prior responsible work experience with on-site wastewater installation or design preferred, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Valid Missouri motor vehicle operator’s license required.
