General Summary
The Scrum Master is responsible for implementing and overseeing Scrum processes within cross-functional teams, ensuring successful sprints, and fostering collaboration between team members and Project Managers. This role involves facilitating agile ceremonies, removing impediments, and coaching team members on agile best practices to enhance efficiency and delivery.
Essential Job Functions
- Facilitates all scrum events including daily standups, sprint planning, retrospectives, and sprint reviews.
- Develops and manages detailed project plans, tracking progress and managing scope, schedule, budget/resource allocation.
- Removes impediments that hinder project progress and shield the team from interruptions during sprints.
- Collaborates with Project Managers to ensure product backlogs are prioritized and well-maintained.
- Monitors sprint progress, help teams estimate iteration deliverables, and maintains relevant metrics such as burndown charts.
- Promotes continuous communication within the team and across stakeholders.
- Provides agile leadership coaching to team members, functional managers, and other stakeholders.
- Guides the team in using metrics to improve delivery and track agile maturity.
- Establishes and maintains scrum charters and working agreements for the teams.
- Identifies project risks and implement mitigation plans to minimize impact.
- Encourages collaboration between the scrum team and Project Manager to support release planning.
- Generates process reports to allow teams and management to evaluate project progress.
- Must be capable of safely handling government-furnished equipment and materials.
- Must be available to work a standard weekly schedule with overtime as required.
- Perform other duties as assigned.

Knowledge, Skills, and Abilities
- Proficiency in leading refinement sessions, story splitting, estimation techniques, velocity tracking, retrospection methods.
- Ability to multi-task in a fast-paced environment while leading multiple teams.
- Soft skills for dealing with resistance to change and diverse personality types across teams.
- Knowledge of agile techniques like User Stories, ATDD, TDD, Continuous Integration/Testing.
- Strong business aptitude with analytical and problem-solving skills.
- Excellent communication skills with the ability to mentor others effectively.
- Proven ability to navigate complex situations involving multiple stakeholders.
- Must possess good oral and written communication skills.
- Must be able to obtain a security clearance when required by the contract.
Education and Experience
- Bachelor’s degree in an engineering, business management, or any related field or equivalent experience.
- Two (2) years of experience as a Scrum Master or in a similar role within a development team applying Scrum principles.
- Scrum Master certification (CSM, PSM I) preferred; additional certifications (CSP, PSM II) are a plus.
- Lean 6 Sigma Green Belt preferred, Black Belt a plus.
- Experience with various agile methodologies such as Kanban, XP, and FDD.
- Experience with KanBo, Azure DevOps, and Bugzilla or similar application preferred.
