GIS/ MAPPING SPECIALIST

Job Summary: Responsible for the activities of the GIS Group, including the installation and maintenance of ESRI’s Geographic Information System (GIS) software and geographic maintenance of Midland Central data. Responsible for prioritization of work and resolution of conflicting user demands. Coordinates directly with the Deed department in the production and updating of MIDCAD records.


ESSENTIAL DUTIES AND RESPONSIBLITIES
1. Plans, organizes and directs the activities of the of the GIS Department.
2. Supports the District goals with GIS specific programs and solutions.
3. Provides for the installation, customization, testing, documentation and maintenance of all GIS software and peripheral hardware.
4. Assists in the analysis and correction of any GIS software or hardware problems.
5. Works with the Chief Appraiser in the development of GIS training for the MIDCAD staff.
6. Provides estimates for all requested work and utilizes project management techniques for all projects.
7. Provides timely and detailed status reports for all projects.
8. Provides cost estimates for all GIS data sales.
9. Coaching, mentoring and assisting the MIDCAD staff on technical issues.
10. Works with MIDCAD supervisors in managing workload and workflow of MIDCAD staff in order to meet production requirements.
11. Analyzes and corrects any GIS software/hardware problems and interfaces with vendors if necessary. Advises on hardware specifications for GIS programming.
12. Provides the production and delivery of GIS data for outside sales.
13. Assists the Systems Analyst in the design and implementation of web based GIS data.
14. Develops GIS Procedures.
15. Must have an extensive practical and technical working knowledge of the ARC/INFO application software.
16. Provides high-level customer service to all MIDCAD divisions and the general public in matters relating to the GIS.
17. Must have a working knowledge of legal description in deed type documents and assessor plats.
18. May assist with developing appropriate portions of the annual reappraisal plan and procedures manuals.
19. Assists in difficult assignments and complex research.
20. Communicates with the general public and taxing jurisdictions to resolve complex ownership, exemption and property description issues.
 

OTHER ASPECTS OF THE JOB: Heavy user interface within the District and with the entities we serve. Responsible for quality assurance of GIS applications and geography maintenance. Knowledge of cartographic principles, map projections, GIS data transfers, import/export requirements and CAMA applications. Should have a working knowledge of property tax law and the ability to organize and retrieve information. Must be able to work with
Geographic Information Systems, the technology and the inter-relationships to property tax appraisal. Performs other duties as assigned by the Chief Appraiser.
POSITION REQUIREMENTS: Bachelor’s degree in IT, GIS Geography or a related field, or at least 5 years of hands-on experience with GIS software. Must have thorough knowledge of ESRI’s suite of ARCINFO products and Microsoft Office. Good oral, written and interpersonal skills are required.
Physical and Mental Abilities: Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down. Must be able to lift 50-pound file boxes. The position requires considerable concentration, creativity, and ability to manage time effectively. It is subject to stress caused by a changing public environment, diversity in the organization, mandatory deadlines, and heavy workload. Requires the ability to operate office equipment and communicate on the telephone and face to face. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
