GENERAL DESCRIPTION OF DUTIES

The primary purpose of this position is to oversee the responsibility of daily clinical operations to include the coordination of clinic flow, triage of clients, daily assessment of patient caseload, and clinic staff, to include reassignment of staff when necessary. As the clinic manager, this employee must be able to assess problems daily, determine the best plan of action, and use independent judgment to help the health department meet the annual contract addendum objectives. This employee provides leadership for a multi-disciplinary team of nurses, medical providers (AAPs and MDs), clerical staff, interpreters, and laboratory staff. This employee will supervise the health department’s 3-PHN IIIs and 1-Public Health Educator III while reporting to the Nursing Supervisor II.

53%     Clinic

  • Participates in direct patient care of clients receiving services in the Health Department clinic, to include adult health, child health, employee wellness, maternal health, family planning, BCCCP, WISEWOMAN, immunizations, communicable diseases, STDs, and tuberculosis.
  • Provides initial workup of clients, including history, vitals, and ordering of labs per standing orders for the medical providers in Adult Health, Child Health, Employee Wellness, STDs, Maternal Health, and Family Planning clinics.
  • Assess client’s needs in the General Clinic and use nursing assessment skills and standing orders to manage the client’s request/problem.
  • Maintains knowledge of physical assessment, immunizations, STDs, communicable diseases, TB skin testing, and management of minor complaints and illnesses by standing order.
  • Maintains knowledge and use of in-house standing orders, policies, and lab services.
  • Maintain knowledge of State and Private pay vaccines.
  • Provides individualized counseling and education based on the needs of the client.
  • Dispenses medications from the pharmacy according to current pharmacy policies and procedures, adhering to Title X and 340 B Guidelines.
  • Provides and documents appropriate family planning services to include dispensing of various birth control methods.
  • Provides pregnancy test counseling and documentation.
  • Maintains knowledge of HIV control measures to prevent the spread of HIV within the community.
  • Refers client to medical providers and other Health Department services as indicated.
  • Maintains knowledge of medical coding requirements needed for clinic procedures.
  • Documents all information according to policies and procedures in the electronic health record.
  • Maintain professional, technical, and public health knowledge by attending educational workshops and conferences.

 

 

 

 

  • Provides in-house drug testing per protocol.
  • Completes pre-authorizations for medications and procedures.
  • Serves as Pharmacy Manager in collaboration with the health department’s Pharmacist.  

 

45% Supervisory and Managerial Functions

  • Assists in the development and implementation of policies and procedures for clinical programs.
  • Reviews all clinical agreement addendums with Nursing Supervisor II to include family planning, maternal health, BCCCP, WISEWOMAN, immunizations, communicable disease, tuberculosis, STDs, and child health program goals, objectives, and outcomes. 
  • Assists with planning, educating, and evaluating the health programs with the Management Team.
  • Provides direct supervision, including probationary and/or yearly evaluation of the following staff: 3-Public Health Nurses III and 1-Public Health Educator III
  • Counsels with employees to resolve minor discipline and other problems. Refers to the Nursing Supervisor II and the Health Director for serious problems.
