The Financial Management Division (FMD), within CDPH’s Administration Division, is responsible for the preparation, analysis, and management of the Department’s budget; the maintenance of accounting records and financial data; and acting as the liaison with the Department of Finance (DOF), the Legislative Analyst’s Office, Legislative Budget staff, and the Federal government on budget and fiscal matters affecting the Department.
FMD is located in downtown Sacramento in the East End Complex across from the beautiful State Capitol Park and World Peace Rose Garden.

Under the general direction of an Accounting Administrator (AA) III, the incumbent supports CDPH’s mission and strategic plan by overseeing and directing the daily Federal activities ensuring the Department’s accounting, along with related fiscal goals and objectives, are met within the framework in accordance with Federal rules and regulations.
The AA II is directly responsible for overseeing and managing the integrity of the Federal data for accurate reporting of the Department’s the Federal grant awards activities. The AA II is involved in staff recruitment, hiring, and training; monthly reconciliations; and Federal grant accounting and financial reporting. The AA II is also responsible for the coordination of the year-end process impacting the Federal Fund for reporting to the Department of Finance (DOF), working with Program staff and other Departments as needed, and serving as the coordinator for Federal award audits.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

- Knowledge and experience with state accounting systems.
- Knowledge of Microsoft Office application tools
- Knowledge of Federal rules and regulations
- Ability to apply accounting principles and procedures to effectively and accurately perform daily accounting functions
- Ability to logically and creatively use a variety of analytical techniques to solve complex governmental and supervisory issues
- Possess excellent organization skills to handle multiple priorities effectively
- Possess strong reconciliation experience
- Possess strong verbal and written communication skills to frequently engage with control agencies, program staff, auditors, and other internal/external stakeholders
- Ability to lead, direct, coach, and develop staff
- Customer service oriented
- Experience with the development of process improvements and policies to meet the Department’s goals
