Position Overview
The City of Kettering is seeking a dependable and motivated individual to join our Public Service Department as a Street Service I employee. This entry-level position performs a variety of manual labor tasks related to the construction, maintenance, and repair of city streets, storm sewers, catch basins, drainage systems, and signage; and participates in snow removal operations during the winter months. The position reports to the Street Maintenance Supervisor and may work independently or as part of a crew to complete assigned projects.
Key Responsibilities
•Perform manual labor for roadway maintenance, repair, and construction.
•Apply asphalt, concrete, and sealer to repair or resurface streets.
•Operate a variety of equipment for snow and ice removal.
•Rake, tamp, and spread asphalt and aggregate.
•Clean and repair catch basins, manholes, culverts, and storm drains.
•Excavate ditches, install signposts, and perform related site preparation tasks.
•Install and maintain traffic control devices, including barrels, cones, and barricades.
•Replace or repair overhead and ground-mounted street signs.
•Operate equipment to remove or install pavement markings.
•Load, haul, and spread asphalt, dirt, debris, or salt for various public works projects.
•Respond to after-hours emergencies such as snow removal.
•Safely operate power tools and small machinery such as jackhammers and tampers.
•Work in confined spaces and outdoor environments under all weather conditions.
•Follow safety procedures, communicate with supervisors, and maintain accurate work records.
Minimum Qualifications
•High school diploma or equivalent.
•Ability to read and follow written and oral instructions.
•Basic math proficiency and understanding of safety procedures.
•Physical ability to lift, carry, and maneuver tools and materials of various sizes and weights.
•Must obtain and maintain a Commercial Class A Driver’s License with tank endorsement.
•Ability to develop and maintain positive working relationships with supervisors, coworkers, and the public.
Preferred Skills
•Strong attention to safety and environmental conditions.
•Experience in construction, maintenance, or equipment operation.
•Familiarity with basic street and drainage systems.

Job Description
GENERAL STATEMENT OF DUTIES:
Entry level position in the construction and maintenance of streets, catch basins, storm channels and related public works infrastructure. Reports to and works under the general supervision of the Street Maintenance Supervisor or project crew leader.
DISTINGUISHING FEATURES OF THE POSITION:
Position is responsible for the utilization of proper procedures and equipment in the process of street, storm water and sign shop maintenance. Position may work independently in completing assigned tasks. Work is reviewed by supervision through observation and inspection for conformance with established standards and procedures.
EXAMPLES OF WORK: (Illustrative Only)
•Perform manual labor associated with the maintenance, repair and construction of the roadway system, including roadway and shoulder maintenance and construction, drainage maintenance and construction, signage and striping, vegetation control and leaf pick up;
•Apply asphalt, concrete, and asphalt sealer as necessary to repair or resurface streets;
•Rake, tamp and spread asphalt and aggregate on projects;
•Clean and repair catch basins, manholes, culverts and storm drains using hand and power tools;
•Excavate for ditches, sign posts, etc. using a pick, shovel, spade or other hand tool or power tool;
•Install traffic control devices including barrels, lights, cones, barricades and warning signs to channel traffic;
•Replace or repair overhead and ground-mounted signs;
•Operate a variety of equipment to remove and/or install pavement markings;
•Operate a variety of equipment for loading and hauling asphalt, dirt or debris for various projects, and salt for snow and ice removal;
•Communicate with supervisor and other workers using two-way radio and hand signals;
•Remain on call for twenty-four hour emergency is expected to respond to after-hours emergency conditions;
•Operate power driven machinery such as jackhammer, tamper or equally sized equipment;
•Work in confined spaces and other areas requiring the utilization of personal protective equipment;
•Read and understand street maps and sewer locators to locate work site(s) or sewer lines;
•Operate construction equipment on a limited basis;
•Regular and predictable on-site attendance required;
•Perform related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Ability to grasp, lift and maneuver hand tools, power tools, equipment and materials, of various weights and sizes, in a manner which is safe and effective in the performance of work; ability to understand and follow written instructions, and hazard notices; knowledge of basic math; ability to understand, follow, and communicate oral instructions; ability to exercise alertness and judgement to report possible hazards; and adequate physical condition to perform position duties. Must obtain and maintain a Commercial Class–A Driver’s License with tank endorsement.
Most work is typically performed in an outdoor environment regardless of weather conditions. Work exposes employee to machinery and its moving parts, fumes, dust, chemicals or toxic substances and requires working with dangerous machinery and sharp tools. Work is also performed in high places and at night. Must have the ability to develop and maintain effective working relationships with all supervisors, employees and the general public.
Develop a working knowledge of general Street Division operations and procedures for potential promotion through advanced Street Service positions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Must have a high school graduate-level of ability in reading, writing and basic math or any equivalent combination of experience and training which provides the required skills, knowledge and abilities.
