Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Petroleum and Military Site Restoration Unit. The position location is 2375 Northside Drive, San Diego, CA 92108.

 

Duties: 

Under the close supervision of the Petroleum and Military Site Restoration Unit Supervisor (Senior Engineering Geologist) and consistent with good customer service practices and the goals of the SWRCB Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform professional engineering work related to the San Diego Water Board’s Department of Defense Program and Underground Storage Tank (UST) Program.

AND

The incumbent is expected to apply engineering methods and principles in performing activities related to waste discharges to the lands and waters of the State, toxic and hazardous materials pollution, and point and nonpoint source pollution. Evaluate effects of waste and hazardous substance spills and leaks on surface and groundwater at sites including federal facilities and other sites where residual waste is discharged to land. Interpret water quality and hydrologic data to determine whether violations have occurred, then recommend the appropriate courses of action. Provide compliance assistance through guidance, public education, and outreach. Assess regulatory compliance through various means including engineering review and interpretation of discharger monitoring reports and other technical reports, compliance inspections, citizen complaints, notification from other governmental agencies and discharger file review. Prepare written requirements, comments, and letters regarding reports and information related to Department of Defense and UST cleanup sites. Prepare violation notices, and enforcement orders and supporting documentation for San Diego Water Board adoption or review. Provide regulatory oversight of cleanup projects and other projects to obtain compliance with San Diego Water Board orders and State and federal water quality laws, policies, and regulations. Update required fields and enter site-specific records in the GeoTracker database. Represent the San Diego Regional Board before other Boards, agencies, and groups. Make presentations before the San Diego Regional Board, and other organizations, concerning Board activities.
