Position Description
At the Anoka County Transportation Division, our vision is to enhance and protect life by delivering safe, efficient, and sustainable transportation solutions. We are seeking a skilled Geographic Information Systems (GIS) Specialist to support the maintenance and development of our enterprise GIS database. This role will directly support the GIS data and mapping needs of the Anoka County Emergency Communications (911) Department.
This is a full-time, non-exempt, on-site position. Interviews will take place the week of November 3rd, 2025 for those selected to move forward in the hiring process.
Pay & Benefits
- Salary: $74,214 to $89,065 ($35.68 to $42.82 per hour).
- 2025 Anoka County Salary Schedule Grade 34: $74,214 to $103,896 ($35.68 to $49.95 per hour).

Work Location
- This position will work at two locations within Anoka County: Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304 and the Emergency Communications Center located at 13535 Hanson Blvd NW, Andover MN 55304.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. A hybrid work schedule is not guaranteed and is at the manager’s discretion.
- Expected work hours are Monday – Friday 7:30 a.m. – 4:00 p.m., with some flexibility based on individual and business needs.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County GIS Specialist.
- Support the maintenance of the enterprise GIS database by creating, updating, and deleting datasets as needed and coordinate with the Surveyor’s Office, other departments, and external agencies to gather the most current addressing, E911, and land record information available.
- Support the Anoka County Emergency Communications (911) Department by maintaining 911 related GIS datasets and loading them into the computer aided dispatch (CAD) system and various other systems.
- Provide high level cartography, automated workflows, spatial analysis, data manipulation, mailing lists, graphical displays, and technical support to county departments and external customers.
- Assist with the conversion and distribution of internal GIS datasets to formats needed for internal and external collaborative datasets, applications, systems, and open data initiatives using workflows and geoprocessing models to automate and standardize updates.
- Represent Anoka County GIS on work groups and committees, specifically those related to E911.
- Provide leadership, coaching, and/or mentoring to a subordinate group as assigned.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
- Requires a bachelor’s degree and at least 2 years of job-related experience.
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
- Successfully pass driver’s license background check.
Preferred Knowledge, Skills, and Abilities Needed
- Degree in GIS, Geography or related field.
- Ability to prioritize daily requests against larger projects and ongoing data maintenance.
- Experience in GIS or Geography using ESRI software including ArcGIS Pro, ArcGIS Online, ArcGIS Experience Builder, ArcGIS Survey 123 and ArcGIS Field Maps.
- Experience working with programming/scripting languages including Python and Arcade Experience working with E911 CAD systems, mobile maps and phone system mapping.
- Critical thinking skills.
- Strong written and oral communication skills.
Physical Demands and Work Conditions
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
- Hearing abilities required for general and phone communication, signals, and machine sounds.
- Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
- Equipment used includes computers, phones, and standard office equipment.
- Travel between work sites may require driving a personal vehicle.
