Essential Functions

•    Under administrative direction, serves as a Senior Developer for the Department of Innovation and Technology (DoIT) supporting the Illinois Department of Veterans’ Affairs (IDVA) conducting and coordinating complex application development on-site using designated software and programming languages for database and program design.
•    Serves as a team leader for specific systems and tools.
•    Analyzes and recommends new procedures and techniques to improve the supported application systems.
•    Serves as a primary support for scheduled and remedial maintenance to the assigned applications.
•    Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
•    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

•    Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields. 
•    Requires three (3) years of professional experience in application services or a related Information Technology field.  

 

Preferred Qualifications

•    Three (3) years of professional experience maintaining and enhancing enterprise-level web applications using VB.Net and ASP.Net, including implementing bug fixes, refactoring code for maintainability, and integrating with backend SQL Server databases to support evolving business needs.
•    Three (3) years of professional experience in full stack application development including requirements gathering, system design, coding, testing, deployment and maintenance of complex systems that support agency operations and compliance reporting.
•    Three (3) years of professional experience leading/coordinating teams or projects, including assigning tasks, mentoring junior developers, and ensuring timely delivery of high-quality software solutions aligned with organizational goals. 
•    One (1) year of professional experience working with SQL Server, including database design, writing and optimizing queries, developing stored procedures and views, and supporting data extraction and reporting tasks for system integration and operation needs. 
•    Three (3) years of professional experience configuring, customizing, and maintaining Microsoft Dynamics 365 applications, including adapting solutions to meet unique business process requirements and integrating with other enterprise platforms to enhance system functionality.
•    Three (3) years of professional experience developing custom canvas and model-driven applications, using MS Power Platform, including automating business workflows and approval processes with Power Automate, and building interactive dashboards and reports to support data-driven decision-making.
•    Three (3) years of professional experience supporting the Software Development Life Cycle (SDLC) using SharePoint for documentation and collaboration, Visual Studio for application development and Azure Dev Ops for version control, backlog tracking, and continuous integration/continuous deployment (CI/CD) processes.
•    Ability to perform business and system analysis to evaluate user needs, troubleshoot technical issues, and recommend scalable and sustainable solutions.  
•    Developed verbal and written communication skills to translate complex technical concepts into clear, actionable information for non-technical stakeholders, including agency leadership and veteran home staff.
•    Ability to build and maintain effective working relationships, fostering collaboration across cross-functional teams and external partners.
