The Human Resources Division (HRD) provides guidance, support, and expertise to the CDPH on the recruitment, development, and retention of quality employees in order to fulfill the Department’s mission.

The Human Resources Division (HRD) has an immediate opening for an Associate Governmental Program Analyst (AGPA), will consider Training Officer I (TO I) in the Training Unit. The HRD Training Unit is a very collaborative team who works hard for the development of the department’s employees while having fun together. We problem solve together and jump in to help each other out. This position offers a hybrid-telework environment.

The AGPA/TO I is responsible for developing and administering training on HR-related topics for the Department. We are looking for a self-motivated candidate who has knowledge of adult learning methodologies and experience delivering, developing and administering training courses. In addition, we create e-learnings using Adobe Captivate, Storyline, and Vyond. Technical knowledge of HR terminology and processes is desirable, but not a prerequisite.

Under the direction of the Training Officer II, the AGPA/TO I is responsible for planning, organizing, and delivering training of average complexity for the HRD. This is an exciting opportunity for someone who enjoys training on a wide range of topics – we have a catalog of over 25 classes, plus we offer the Supervisor Development Program. Course titles range from Crucial Conversations and Business Writing to Corrective Actions and more. The AGPA/TO I is primarily focused on the widespread distribution of HR-related information to Departmental staff to create and maintain a common understanding between the HRD and Departmental employees/stakeholders. The interview will require the applicant to come prepared to present a 10-15 minute PowerPoint presentation which reflects their training skills.

Please note: The Associate Government Program Analyst eligibility list may be used as an appropriate list for the Training Officer I. Candidates with Associate Governmental Program Analyst eligibility must also meet the minimum qualifications for the Training Officer I classification in order to be eligible for appointment.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
