STAFF AIR POLLUTION SPECIALIST
This position can be located in Sacramento or Riverside County.
This position is a 12-month Limited Term (LT) and may be extended up to 24 months.
If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. During this 12-month limited-term assignment, you may be entitled to receive health, dental, and vision benefits. You will also earn State Service and accrue monthly leave credits.

If your answer is yes, then come join the Office of Racial Equity (ORE) as the Limited Term Staff Air Pollution Specialist (LT SAPS).
ORE works at all levels within CARB and externally to meaningfully engage and address environmental injustices in the achievement of its mission. ORE serves as a catalyst and resource for CARB to be anti-racist and ensures CARB promotes equity in the development and implementation of programs, policies and procedures. ORE's priorities are informed by CARB's Board, executive leadership, and through meaningful engagement with community members and community-based organizations, particularly those disproportionately impacted by poor air quality.
ORE is seeking an engaging, creative, and enthusiastic LT SAPS to assist with the development, implementation, and application of the equity tools including the racial equity lens and the community engagement model, build relationships both internally and externally, draft recommendations, and mentor staff in a fast-paced, high-profile, and collaborative environment. We're looking for a candidate who can lead and coordinate efforts on a number of high profile projects such as: a) supporting agency-wide community engagement efforts, including the implementation of the Community Engagement Model; b) overseeing the creation and delivering of trainings for CARB staff to create an understanding of the Community Engagement Model; c) developing and implementing strategic plans, playing a critical role in decision-making and communication; d) working with the team to develop a variety of tools to build accountability and generate reports.
The most successful candidate will have a deep knowledge of tools and concepts as it relates to equity and community engagement, as well as experience with all of the following areas: community outreach; relationship building; environmental justice; racial equity, diversity, equity, inclusion, and belonging (DEIB). The ideal candidate will also possess project management experience, demonstrate a collaborative approach, excel in creative problem-solving, and have exceptional communication skills.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
