PAY AND BENEFITS
Annual Pay Range: $122,292.83 - $165,095.97
Hourly Pay Range: $58.794629 - $79.373063
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Health, Housing, and Human Services (H3S) is looking for a skilled leader to support the Social Services Division as a Social Services Division Deputy Director. This position reports to the Social Services Division Director. The Social Services Division Deputy Director is responsible for planning, coordinating, and administering a comprehensive system of management functions in accordance with revenue and expenditure limitations, department requirements, and legal guidelines. The position will provide direction to division management within their functional service areas to facilitate strategic planning, program and budget development, establishment of goals and objectives, quality assurance, policy development, and personnel management. The Social Services Division Deputy Director will also fill in for the Social Services Division Director in their absence.
The Social Services Division (SSD) has an annual budget of more than $60 million and over 200 employees and volunteers. It helps Clackamas County's most vulnerable residents including older adults, people with disabilities, veterans, and low-income households.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
• A minimum of three (3) years of the experience must have been in a supervisory role
• Experience planning and leading social services programs and operations
• Experience working in a union environment, including an understanding of labor relations and personnel issues
• Experience managing and building consensus among major stakeholders, both internal and external to the organization
• Working knowledge and experience of federal, state, and local statutes and regulations governing the provision of social services, federal, and Oregon rules and regulations
• Working knowledge of development and administration of program budgets and managing multiple restricted funding sources, including grants
Preferred Special Qualifications/ Transferrable Skills:*
• Knowledge of process improvement and organizational change management concepts
• Experience developing, implementing, and refining strategic plans, performance measures, analyzing performance data and program/performance improvement

TYPICAL TASKS
Duties may include but are not limited to the following:
• Leadership - Participates as a part of the senior management team in developing strategies and goals to ensure the Division develops and implements strategic plans and helps to build and design all operations and services in alignment with person-centered and trauma informed human services practices.
• Policies and Procedures - Oversees and implements division policies related to division goals and objectives, service delivery, and administrative and program operations. Prepares and revises procedures, rules and manuals; analyzes legislation which may affect division activities; review Division operations for compliance with statutes, rules and regulations. Analyzes existing policies and recommends updates or new policies to improve efficiency, compliance, and service delivery.
• Contracts and Grant Oversight - Oversees Administrative Services Manager and contracts team to support preparation and administration of division contracts, requests for proposals, negotiates terms and conditions, monitors contracted services for legal, fiscal and program compliance.
• Budget and Fiscal Oversight - Provides direction to Administrative Services Manager and Finance Team to support the development of annual budgets; provides direction to Finance Team on managing program budgets; recommends budget proposals to Division Director. Works with contracts teams to research alternative funding sources including preparing and/or approving grant proposals.
• Quality Assurance and Improvement - Reviews and evaluates performance of programs; oversees sub-recipient monitoring, contract and policy compliance, and ensures quality assurance. Leads process improvement efforts to increase efficiency. Establish project management plan for wide variety of Division initiatives requiring division-wide direction and coordination. Participates in activities related to continuous quality improvement. Ensures compliance with Federal and State statutes, rules, and regulations in all areas of service delivery.
• Personnel Management - Hires and directs supervisory and technical staff. Prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
• Human Resources - Liaison with Human Resources for administrative and personnel functions. Support Division leaders with personnel management. Develops and implements Division onboarding to ensure employees integrate smoothly and efficiently, ensuring employees are supported to be productive, understand processes and policies necessary to serve County and Division employees.
• Emergency Response - Develops and implements plans for emergency preparedness and business continuity specific to administrative functions and services to vulnerable individuals. Serves in leadership role in emergency response within the Department and County Emergency Management System.
• Liaison with County Internal Services - Facilitates internal partnerships with finance, information and data systems, facilities management, human resources, and risk management. Coordinates Division work efforts and objectives with other county departments or divisions. Participates on task forces to coordinate county programs; promotes Division activities; and responds to inquiries and requests.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):
• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Three out of four weekly working days will be performed on-site, with one weekly working day eligible for telework. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
