PRIMARY OBJECTIVE

The City of Bloomington is seeking an individual to develop, administer, supervise, promote and deliver a variety of quality parks, recreation programs, activities, facilities and special events for youth, families and adults.

EXAMPLE OF DUTIES

 

ESSENTIAL DUTIES:

 

  • As a member of the Recreation Team, develops, implements and evaluates athletic field scheduling while collaborating with various community groups, schools and outside agencies on cooperative programs and facility use including youth athletics associations of Bloomington, Bloomington Public Schools, and other duties as assigned by the Recreation Manager
  • Oversees the outdoor ice rink operations as assigned by the Recreation Manager
  • Responsible for warming house management including registration, marketing, staff supervision, schedules, public outreach, communication, coordination of employees and program offerings
  • Coordinates and works directly with Park Maintenance and Facility Maintenance divisions regarding, scheduling, maintenance and replacement
  • Collaborates and works directly with Recognized Bloomington Youth Athletic Organizations (RBYAO’s) on facility rentals, and scheduling
  • Builds and maintains strong partnerships with Recognized Bloomington Youth Athletic Organizations (RBYAO’s), serving as the primary liaison to support collaboration and program success
  • Research best practices from other municipalities regarding services and oversight of youth sport associations
  • Responsible for establishing and enforcing expectations with oversight to improve program integrity and foster a consistent and safe delivery of programs regarding Recognized Bloomington Youth Athletic Organizations (RBYAO’s)
  • Manages facility and land-use leases between external users and the City, ensuring compliance with contract terms, City policies, and applicable regulations
  • Responsible for facility scheduling and rental operations at park shelter locations
  • Responsible for scheduling and renting garden plot locations
  • Performs duties as project manager for athletic related park improvement projects as assigned 
  • Recruits and recommends for hire, trains, schedules, supervises, and evaluates seasonal and part-time staff, volunteers, program contractors and other consultants as needed
  • Responsible for operations and use of parks, recreation, arts and athletic facilities as assigned by supervisor
  • Develop and maintain professional relationships and communication with supervisor, staff, program participants, youth associations and other professional connections
  • Provides leadership, work direction, schedules, communication, and onsite supervision to part-time and contractual staff including the Assistant Coordinators, Building Attendants, Leads, and other positions relevant to facility and ice rink operations
  • Conducts presentations to the City Council, Parks, Arts and Recreation Commission, community organizations, staff, and the general public
  • Develops a publicity and information program utilizing a variety of communication methods
  • Responds to citizen needs and changing trends regarding program and facility improvements
  • Maintains records and prepares reports as required
  • Assists with budget preparation and responsible for administration of portions of the budget as assigned
  • Requisitions supplies, materials and contracted services in compliance with City procedures
  • Performs other duties as assigned to achieve the City's parks and recreation service objectives

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

  • Ability to communicate verbally and in writing in a manner that is clear, concise, and accurate
  • Ability to develop and maintain effective and respectful working relationships with supervisor, coworkers, subordinate staff, other City department personnel, volunteer groups, customers, guardians, participants, and members of the general public
  • Ability to prioritize tasks, complete work assignments accurately, on time and within budgetary limits
  • Ability to work independently as well as on a team
  • Ability to perform all essential functions of the position
  • Leadership skills and organizational skills

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Recreation, Parks, Leisure Services (or direct equivalent degree) with a minimum of 2 years facility scheduling experience in a recreation setting
  • Valid driver’s license.

 

DESIRABLE QUALIFICATIONS

  • 1 year work experience using recreation management software (Rec Trac or equivalent)
  • 1 year experience working directly with park maintenance or similar groups
  • 1 year work experience in financial planning, budget preparation and controls
  • 1 year work experience in public relations and program marketing
  • 2 years' work experience in working directly with youth sport associations or similar groups
  • Recreation or athletic facility management experience
  • Experience using GIS software (ESRI or equivalent)
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

 

SUPERVISION OF OTHERS
Direct supervision of 5-30 part-time staff and volunteer personnel.
