Child Support Manager
Under the supervision of the Jackson County Department of Health and Human Services Director, the Child Support Manager assumes responsibility for managing the Child Support Division within the department. Programs within this division include Child and Spousal Support and Establishment of Paternity and Medical Support Liability.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides leadership and direction in program operation to ensure fair and equitable assistance to all individuals in need of public assistance, following all rules and regulations set forth by governing bodies
- Assists in the development of the division budget and monitors division revenues and expenditures
- Coordinates program activities of the division with other departmental divisions, county departments, and collateral agencies to ensure effective program operation
- Develops policy and procedure for program implementation, transition, and continuation
- Participates in development of contractual arrangements needed to carry out assigned functions of the division
- Interprets and applies federal, state, and local laws, rules, regulations, and ordinances relating to the operation of the division. Considers financial implications of laws, rules, regulations and ordinances relating to the division and department policies, procedures, mission and goals
- Perform other duties as assigned
- Motivates and directs staff in attaining performance goals and objectives
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws throughout the department
- Provides overall direction, coordination, and evaluation of employees within the Child Support Division. Responsibilities include interviewing, hiring, and training employees; developing work schedules; authorizing leave, vacation, and overtime; planning, assigning, and directing work; appraising performance; disciplining employees; and addressing complaints and resolving problems
SUPERVISORY RESPONSIBILITIES
Directly supervises Child Support Specialists
EDUCATION AND EXPERIENCE REQUIREMENTS
- Post-secondary coursework in paralegal, supervisory management or related field; Associate’s Degree preferred
- Minimum of seven (7) years’ experience in Child Support Program implementation and operation
- Experience in a supervisory/management position preferred
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB
- Knowledge in budgeting, personnel management, public relations, negotiations
- Knowledge of federal, state, and local laws, rules, regulations, and ordinances pertaining to the operation of the Child Support Division, including Wis. Stat. S. 49.145, 49.19, and 49.45 including Kinship Care (48.57(3m), Relief Block Grants (49.02), Foodshare (49.124), Wisconsin Works (49.141), Work Experience for Non-custodial Parents (49.36), Medical Assistance (49.45)
- Knowledge of internal administration, delegation of responsibilities, coordination of program components
- Possession of strong organizational and leadership skills
- Possession of strong written and oral communication skills
- Ability to gather, assess, evaluate, and compile information for use in written recommendations
- Ability to accomplish work goals and objectives as directed
- Ability to make recommendations in developing, applying, and interpreting program policies and procedures, using sound judgment and appropriate discretion
- Ability to read and interpret documents, and laws in the English language
- Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
- Ability to compute rate, ratio, and percent
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
- Inductive and deductive reasoning – ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense
CERTIFICATES, LICENSES, REGISTRATIONS
- Possess and maintain valid Wisconsin Driver’s license and have access to transportation suitable to complete necessary work out of the office
HIPAA RESPONSIBILITY
