Non-Clinical Manager/Community Outreach Liaison

The Non-Clinical Manager will oversee daily administrative operations of the home health agency, ensuring smooth office workflows, accurate documentation, and compliance with state and federal regulations (non-clinical). Additionally, this role will serve as the Community Outreach Liaison to develop relationships with hospitals, primary care offices, senior centers, and case managers to increase patient referrals and expand the agency’s presence in the Lehigh Valley and surrounding counties.

Key Responsibilities

Office & Administrative Management

  • Oversee front-office operations, scheduling, and non-clinical staff coordination.
  • Ensure all patient intake forms, authorizations, and billing documents are accurately completed and submitted on time.
  • Maintain communication with payers, including Medicaid Waiver, Medicare Advantage, and commercial insurances.
  • Coordinate with the Clinical Director to ensure patient records meet compliance standards.
  • Assist with HR tasks such as onboarding, credential tracking, and payroll coordination.
  • Support state and payer audits by organizing required documentation.

Community Outreach & Marketing

  • Build and maintain relationships with hospitals, PCP offices, skilled nursing facilities, senior living communities, and social workers to generate patient referrals.
  • Represent the agency at community events, health fairs, and senior expos.
  • Conduct outreach calls, in-person visits, and presentations to referral sources.
  • Collaborate with the marketing team on flyers, social media campaigns, and referral packets.
  • Track outreach activities and referral conversion metrics.

Compliance & Reporting

  • Ensure compliance with Pennsylvania DOH and CMS regulations for non-clinical operations.
  • Maintain updated knowledge of payer requirements and referral processes.
  • Generate administrative reports for the Administrator/Agency Owner.
  • Qualifications
  •  Bachelor’s degree preferred but not required.
  •  2+ years of experience in healthcare office management or outreach.
  • Strong communication, organizational, and leadership skills.
  •  Familiarity with EMR systems and scheduling software.
  •  Knowledge of PA Medicaid Waiver programs and Medicare Advantage plans a plus.
  • Valid driver’s license and reliable transportation required.

 

Salary: $45,000.00 - $55,000.00 Annually

Commission for Referral Bonuses

- $150/client, for clients who continue services for 4+ weeks 
- $250/client, for long-term clients active for 8+ weeks
