In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 4.62% in exchange for 8 hours of leave credits through December 2026. The salary ranges shown on this job posting do not reflect the salary reduction.

Under general direction of the Deputy Secretary of Behavioral Health within the Office of Policy and Strategic Planning (OPSP) at the California Health and Human Services Agency (CalHHS), the Public Health Medical Administrator (PHMA) I will be responsible for providing clinical, data, and policy expertise on behalf of CalHHS to support the buildout of a robust continuum of behavioral health and crisis care in California. The Office of Behavioral Health (Office), housed within OPSP, is responsible for supporting the Secretary of CalHHS fulfill duties assigned by administrative leadership to collectively implement the Mental Health for All agenda. With the overarching goal of implementing behavioral health initiatives and special projects across CalHHS and its 12 departments and 5 offices, the PHMA I will act as CalHHS’ lead clinical subject matter expert for behavioral health and crisis care continuum policies and programs in addition to providing high-level direction, coordination and oversight of new and ongoing initiatives. Key responsibilities will include oversight of external consultants, management of working groups, development of high-quality deliverables, support, liaising, and coordination of internal and external stakeholders, and other tasks as necessary to support implementation of a comprehensive behavioral healthcare system initiatives in California.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.
