2026 Summer Intern, Contracts Administration

We are currently hiring interns to join our Contracts, Procurement and Pricing (CPP) teams (Contracts, Subcontracts, Purchasing, and Compliance). This group is part of the internal support process within ICF, helping the project teams win and manage their projects. We help shape policy and procedures to comply with government, commercial, state, and local practices to ensure we remain compliant with our client guidelines. Some of ICF’s major clients include Federal Highway Administration, Environmental Protection Agency (EPA), Exelon Utilities, LA Metro, Centers for Disease Control (CDC), Army Research Institute and Puerto Rico Dept of Housing.
This is a full-time, 10-week, entry level internship position that begins in June and ends in August 2026. The internship can be fully remote from any U.S. location, or work a hybrid schedule from our Reston, VA office. At this time, we are unable to provide relocation nor housing assistance. Pay is $23 per hour.
As a Contracts Intern, you will provide direct support to the ICF Contract Administration (CA) Team by:
- Assisting with the review of Non-Disclosure and Teaming Agreements for future business opportunities where ICF will be a subcontractor.
- Assisting with the management of contract files on the Contracts’ SharePoint site (e.g., naming, reorganizing, uploading documents, identifying documents by type and tagging them).
- Assisting with contract set-ups in our Contract Management System.
- Assisting with internal data calls and internal audits.
You will gain valuable experience in the proposal development process from the CA’s point of view to include:
- Reviewing solicitation terms and conditions (RFPs, etc.)
- Assisting with the business/price volume response to include: compliance review, writing the price narrative, and completing required forms/certifications.
- Coordination with the proposal response team, including Pricing, Subcontracts, Proposal Coordinators, et al., including attending formal proposal review meetings.
As a Subcontracts Administration Intern, you will provide direct support to the Subcontracts Administration Team by:
- Assisting with drafting of Non-Disclosure Agreements (NDAs) and Teaming Agreements related to future business opportunities where we will engage other companies or independent consultants to work with ICF as subcontractors. partners.
- Helping with vendor set-up and maintenance of subcontract records in our Sharepoint system, ensuring accuracy and completeness of subcontracts compliance files.
- Participating in and preparing RFP/RFQ’s, to send to external clients.
You will gain valuable experience in the subcontract management and proposal development process from the perspective of Subcontracts Administration, including:
- Reviewing Request for Proposals (RFPs), Requests for Quotations (RFQs), and related solicitation documents to identify subcontract requirements, terms, and conditions.
- Coordinating with the proposal response team—including Pricing, Contracts, Proposal Coordinators, and other stakeholders—by attending formal proposal and subcontract review meetings.
- Supporting communications with potential and existing subcontractors concerning documentation and compliance needs.
- As a Purchasing Intern, you will provide direct support to the ICF Purchasing Team by:
- Assisting with the drafting/negotiating Non-Disclosure, Master Services, and Purchase Order Agreements.
- Assisting with procurement file compliance, to include drafting procurement award summaries and price analysis.
- Serve as liaison between suppliers and business units on purchasing inquiries, processes, and problem resolution.
- Assisting with internal data analysis and reconciliation.
As a Compliance Intern, you will focus on supporting policy, reporting, and data analysis efforts that support the Contracts, Procurement, and Pricing team as well as other ICF stakeholders. Duties may include:
- Creating new AI bots and job aids for procurement file compliance topics and contracts compliance guidance
- Researching state and local regulations and requirements for supplier diversity
- Tracking and updating clause matrices for U.S. Government regulations
- Assisting in data analysis and reporting for small business utilization, prime contract data, etc.

Basic Qualification:
- At least 30 credit hours of college coursework completed by start date.
Preferred Qualifications:
- College studies in Business Administration, Communications, Data Analysis, Economics, Management, Marketing, Psychology, Project Management, Public Policy, Supply Chain Management & Logistics or other related field.
- Interest in government contracting and procurement, research analysis, negotiating, business administration and government consulting.
- Strong interpersonal and organizational skills.
- Strong attention to detail.
- Strong communication skills (written/verbal).
- Strong computer skills (Microsoft).
