Program Technician I/II - Case Management

The City of West Sacramento Economic Development & Housing Department is recruiting for seven (7) Program Technician I/II vacancies in our Homeless Program Case Management team. These positions are limited term through 09/30/2027. The first cut off for screening applications will be 10/3/2025.

The position will provide direct support and advocacy to individuals experiencing homelessness. This role involves assessing client needs, developing individualized service plans, connecting clients to housing and supportive services, and working collaboratively with community partners to promote long-term stability and self-sufficiency. 

Key Responsibilities: 

  • Conduct comprehensive intake assessments to determine client needs, barriers, and eligibility for services.
  • Develop and implement individualized case plans focused on housing stability, employment, health care, and other essential services.
  • Assist clients in securing temporary and permanent housing, including navigating housing applications, landlord communications, and subsidy programs.
  • Provide ongoing case management through regular meetings, crisis intervention, and goal tracking.
  • Collaborate with shelters, outreach teams, mental health providers, substance use counselors, and other community resources.
  • Maintain accurate and timely documentation in accordance with agency and funding requirements.
  • Advocate alongside clients within service systems and help them build skills for independent living.
  • Participate in team meetings, trainings, and community outreach efforts.
  • Monitor progress and adjust service plans as needed to ensure successful outcomes. 
  • Coordinate transportation for clients to appointments through rideshare apps (Uber, Via) as well as providing transportation for clients with City vehicles as needed.

  • Experience working with homeless populations or vulnerable communities.
  • Knowledge of housing systems, trauma-informed care, and local resources.
  • Strong interpersonal, organizational, and problem-solving skills. 
  • Ability to work independently and as part of a multidisciplinary team. 
  • Proficiency in case documentation and data entry systems.
  • Bilingual skills (Spanish, Mandarin, etc.) 
  • Familiarity with HMIS (Homeless Management Information System)
  • Experience with harm reduction and motivational interviewing techniques
  • Experience working in a shelter or motel-based setting

Incumbents will work in office spaces located at City-owned motel shelter sites. These sites are low to no barrier shelters that follow housing first principles. Incumbents will interact with clients around the site including in or around client rooms. Incumbents may interact with upset clients and/or walk-up clients during their daily course of duties.

DEFINITION:  The Program Technician I/II provides assistance to an assigned specialized city program or project. The Program Technician I/II  assists with administering, monitoring, and/or implementing a program, process, or functional area specific to the area of assignment.
 
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Department Head to which assigned or their designee. No supervision of staff is exercised.
 
CLASS CHARACTERISTICS: This is a paraprofessional classification that provides support to the professional staff of a City Department. Incumbents may be assigned to any department with the expectation that each assignment will require specialized knowledge of the program area and the laws, regulations, policies, and procedures relevant to that program. Incumbents may receive work direction from a variety of professional staff within the Department.

 

EXAMPLES OF ESSENTIAL FUNCTIONS:  (Illustrative Only):  Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
 

  • Gathers data for reports, and performs data entry utilizing electronic spreadsheets and a variety of computer databases.
  • Develops and maintains computer databases or spread sheet applications in order to store data and compile statistics.  
  • Assists in the implementation of program goals, objectives, priorities and policies.
  • Assists with preparation and monitoring of program or project budgets.
  • Represents the department in a variety of meetings pertaining to assigned programs, activities or projects.
  • Works with and coordinates with other City departments, outside agencies and partners with respect to activities affecting their operation.
  • Compiles data and assists in preparation of reports, documents, memoranda coorespondence and summaries for the Department, City Council, outside agencies, other departments, and other agencies as required. 
  • Performs administrative tasks associated with the operation of a collaborative program,  such as taking minutes, filing, responding to email and phone requests, conducting program or project related outreach, preparing materials, and utilizing a variety of software applications (e.g Microsoft Excel, Word, Outlook, database software).
  • Performs other related duties and responsibilities as required.

 

EDUCATION AND EXPERIENCE:  Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be:
 
Education:  An Associate of Arts degree or higher from an accredited college or university, with major work in business administration, public administration or of the program to which assigned.
 
Experience:  Program Technician I - One (1) year of professional paid experience. Program Technician II - Two (2) years of experience equivalent to a Program Technician I.

LICENSES AND CERTIFICATES:  If assigned duties require driving, possession of a valid California driver's license.
 

PHYSICAL DEMANDS:  The incumbent appointed to this class must be physically able to perform the duties of this position, including the mobility to work in a standard office setting and use standard office equipment, including a computer; the ability to operate a motor vehicle and to visit various City sites and attend off-site meetings; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups and over the telephone; finger dexterity to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment; ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; occasionally lift and, carry reports and records that typically weigh less than 20 pounds.
 
ENVIRONMENTAL ELEMENTS:  Incumbents work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances, and may interact with upset staff and/or public representatives in interpreting and enforcing departmental policies and procedures.

An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
