Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Office of Information Management and Analysis (OIMA) has an opening for an Associate Governmental Program Analyst to serve a leadership role in the management of several statewide consolidated contracts in OIMA’s extensive contract portfolio.

As Associate Governmental Program Analyst, you will be a lead person responsible for the coordination and management of OIMA's statewide consolidated contract portfolio, which services the analytical, scientific and research needs of the Water Boards (state and regional water boards). The Associate Governmental Program Analyst coordinates with Water Board project leads and management on the execution, budgeting, and project management of tasks within the consolidated contracts including Scope of Work development, deliverable verification, budget tracking, and invoice processing and payment. This position is centered on customer service and constant communication with Water Board staff and management to ensure the successful execution, implementation, and closeout of the statewide consolidated contracts to advance science and research at the Water Boards.

The office is located at 1001 I Street, 19th Floor, Sacramento, CA 95814 right in the heart of Downtown next to light rail stations and other public transportation.
